Yes indeed. One scholar whom I know very well and who is my relative typifies the rest of his cohorts.... exam-smart; say Yes all the time (Yes Men) and always looking over their shoulders (afraid of being sabo). Performance-wise mediocre to the core (if you compare them to their peers in the private sector) but still score high marks in the eyes of their political masters for obedience and group-think.

The illegal criminal activities are outside Singapore's territorial waters and thus falls outside the jurisdiction of the police. Maybe you can ask Indonesia police? Maybe they can help you.

Police coast guard only work with tip off. If they are so efficient, the pirate will have no time for 2 raids within an hour and the half.
Of course Chew Eng han case, it more of tip off then anything. If not how they know Chew will be leaving in a sampan and they go there and just catch him.
