停頓兩個月的中美貿易談判即將重啟，雙方貿易高層代表9日進行通話，並準備舉行面對面談判。而在談判展開前，美方向大陸釋出善意，美國貿易代表署（USTR）9日宣布，對110項的中國商品豁免關稅，豁免的商品包括醫療設備、電子元件等。
中美元首在日本大阪「習川會」上取得共識，除了暫停加徵新的關稅外，雙方也同意恢復貿易談判。正當外界靜待新一輪中美貿易談判之際，雙方貿易高層代表在9日進行通話。
據路透報導，美國貿易代表萊海澤（Robert Lighthizer）和財長穆努欽（Steven Mnuchin）與中國副總理劉鶴和商務部部長鍾山9日晚間通電話，以解決懸而未決的貿易爭端。
據白宮經濟顧問庫德洛（Larry Kudlow）稍後接受媒體訪問時表示，中美貿易高層對話進展良好且富有建設性，雙方也正討論要舉辦面對面談判的事宜，很有可能在北京舉行。
值得注意的是，USTR也在同一天宣布，對110項中國商品豁免高額的關稅，這些產品主要醫療設備和電子元件，例如熱交換器、壓縮點火引擎、減壓閥、客用或貨用電梯零件、部分交流╱直流馬達等。豁免清單將在2019年7月9日起正式生效，有效期限為1年，豁免權也可追溯至2018年7月6日。
在USTR公佈此次關稅豁免清單前，美國自2018年以來已批准1,000項關稅豁免申請案件，但USTR在2019年6月仍拒絕了5,311份關稅豁免申請。
雖然美國此次公佈的豁免清單範圍較小，但部分美國企業暫時能夠喘一口氣。其中，全球最大的醫療設備製造商「美敦力」（Metronic）的醫療設備，因研發投入較高的零部件並非在中國生產，成功通過豁免申請。
另外，網路安全公司帕羅奧圖網路（Palo Alto Networks）的電容器產品，因不屬於「中國製造2025」計劃項目，也獲得關稅豁免。
報導指出，USTR在通過豁免申請時，主要按照幾項條件作出決定，譬如：產品是否只能夠在中國取得；關稅是否會對申請者或對美國經濟造成損害；相關產品對「中國製造2025」的重要性等。
