韓籍員工捲款潛逃
《朝鮮日報》記者日前走訪位於越南同奈省壯奔縣的「光霖通商」工廠,平時有多達3千名員工一同作業的場景,如今已不復從前。門前僅剩警察和警備人員等7人守備,若非外頭飄揚的南韓國旗及寫有韓文的公佈欄,恐怕很難想像這裡曾是南韓企業駐外工廠。

據旗下職員表示,該廠原有12名南韓籍職員,本來應在2月8日左右發放薪水,但到了當天卻遲遲未見人影,12人就此銷聲匿跡,據說有近2千名越南籍職員未拿到1月份的薪水及保險費,總計312億印尼盾(約合新台幣6619萬),金額十分驚人。 《朝鮮日報》稱,目前南韓企業在越南當地總計擁有4000多間工廠,看似發展蓬勃,但實則有許多工廠因經營虧損嚴重,而不時傳出捲款潛逃的事件。這些「落跑廠商」除未支付或拖延支付當地職員薪水外,甚至還有將工廠設備丟在當地、斷絕所有聯絡潛逃的模式。

南韓企業「落跑」事件頻傳
當地業者表示,除這次的光霖通商事件外,另一間位於胡志民市的裁縫工廠(B社)也在2月初傳出關廠消息,總計有350名職員未拿到薪資,總計損失29億印尼盾(約合新台幣615萬);另一間同是位於胡志明市的裁縫工廠(N社),也有600名職員的薪資、保險費未付,員工總計損失306億印尼盾(約合新台幣6493萬)。

究竟這些消失的韓籍員工去了哪裡?總公司又是否知情?《朝鮮日報》訪問「光霖通商」旗下總務職員陶漢提(音譯,非韓籍員工),陶漢提表示,在南韓職員突然消失無蹤後,工廠全部停擺,職員拿不到薪水,只能每天坐在工廠大門前抗議,等待奇蹟出現。「這裡有很多職員是來自鄉下的女性,整個家族都靠她們養,發現韓籍員工捲款潛逃後,她們在工廠前哭了整整3天。」

疑資金周轉不靈
據悉,這間駐外工廠原本走委託代工(OEM)生產形式,由南韓總公司確認美國訂單後再進行生產,但受南韓總公司資金周轉不順,面臨倒閉危機影響,外派越南、印尼的南韓職員紛紛突然消失無蹤。更甚的是,這波「落跑潮」剛好落在當地過年期間,各家都十分需要錢,引起越南社會強烈不滿及抗議,除越南各家媒體報導抗議情形外,受害職員也受訪表達不滿。

越南譴責聲浪高漲
受南韓工廠接連「落跑」事件影響,越南輿論高漲,越南總理阮春福也出面喊話,表示會全面支援受害勞工。目前除越南同奈省政府及相關勞工團體出面負責一半的1月薪資外,鄰近當地的10多間紡織品工廠,也表示會優先雇用因這次事件而失業的職員,但南韓企業的過錯卻讓全越南社會來承擔一事,仍飽受批評。

除緊急制定相關對策外,同奈省政府也透過位於胡志明市的南韓總領事館,向南韓政府提出申請,要求韓方將工廠職員遣返至越南,並販賣工廠支付受害職員薪水,但卻遭到總領事館人員婉拒。南韓總領事館相關人員表示,工廠人員並未因涉嫌犯下重罪而遭起訴,故很難由南韓政府出面拘捕,再轉送至越南。

從前面幾起案例來看,「落跑廠商」事件多半發生在對於景氣變動較無競爭力的紡織業者,據大韓貿易投資振興公社(KOTRA)統計,截至2016年底,現在總計有763家南韓紡織品企業進軍越南設廠,但受越南政府近7年內(指2012年至2018年間)不斷調漲最低薪資,人力成本逐年上漲影響,每間投資額平均僅有28億韓元(約合新台幣7630萬)。有部分南韓廠商原是因中國人力成本上漲而轉至越南,如今越南人力成本也調漲,南韓廠商不得不再向外尋求更低廉的人力資源。

值得注意的是,受南韓為越南重要投資國之一影響,目前越南政府還未以循官方途徑向南韓提出抗議或要求。位於越南中南部的南韓工商業者聯合會副會長表示,部分企業不負責任的行為,很有可能造成當地對南韓企業整體的信賴度下降,進而導致駐廠當地的企業無辜受到波及。
