資歷逾10年 剛升職警長

被捕姓劉警長,入職警隊超過十年,原駐守新界北總區交通部,今年一月初擢升為警長,調往上水分區巡邏小隊。由於他高大有型,一五年時曾為警隊拍攝招募日的廣告。消息指,劉疑在儲物櫃偷去一名男警的信用卡「碌咗九次」,事主發現信用卡被盜後「Cut卡」及報警,之後再申請另一張信用卡。不過,事主後來出外旅遊,再次發現可疑交易,始發現「原來銀包內嘅新卡被人換咗自己之前唔見嘅舊卡」,事主思疑「肯定係自己人做」,於是再度報警。

疑趁事主開櫃偷記密碼

據了解,被捕警長與事主分屬好友,二人原本同樣是駐守新界北交通部。事主去年年底已發現信用卡月結單出現多次飲食及購物等可疑簽帳交易,於是把原來的信用卡取消、報警及向發卡銀行申請新卡。消息指,近日事主離港旅遊期間,發現新卡再次出現可疑簽帳,經查問銀行後,竟發現新卡又被盜用簽帳購買了兩部iPhone。事主檢查銀包內的信用卡,果然被人「偷龍轉鳳」換上被取消的舊卡。

有指事主曾把個人財物放入警署內有上鎖的儲物櫃,懷疑偷換信用卡一事是在警署內發生,於是再度報警。警方接報後即時展開深入調查,翻查閉路電視後,鎖定目標人物,前日把涉案警長拘捕,不排除有人趁同袍使用儲物櫃時在旁偷看並記下對方的密碼鎖密碼,再伺機開櫃「換卡」。

警方:非常重視人員操守

警方發言人昨證實,一名男警務人員早前報案,指其信用卡不見了,其後發現信用卡有數宗可疑交易,警方經初步調查後,前日在大埔區拘捕一名卅三歲姓劉男警務人員,涉嫌盜竊及以欺騙手段取得財產。被捕男子已獲准保釋候查,四月下旬向警方報到。警方續指,警隊非常重視人員的操守,任何人員干犯違法行為,警隊絕不容忍和姑息,定必嚴正處理,進行刑事調查及紀律覆檢。

另有消息指受害人被盜的信用卡原放於儲物櫃之內,遭人「碌咗嚟買電話」,據知有人用盜用信用卡簽帳購買iPhone。警方接獲受害人報案後展開調查,懷疑該名上水分區警長涉案,於是將他拘捕。被捕警長數年前曾為警隊拍攝招募日的廣告。

去年被捕的警務人員,其中涉及盜竊及妨礙司法公正各有九人,涉詐騙及風化案各有三人,企圖爆竊及毆打則各有兩人,另有七人涉交通事故,如危駕及醉駕。盧偉聰今年一月底在立法會保安事務委員會及記者會上匯報本港去年治安情況,被問及被捕警員人數增加,他指誠信管理特別工作小組已採取措施,防止警員干犯刑事罪行,又指警員被捕原因包括貪心、不恰當性慾望或受朋輩影響,但指人數僅佔警隊百分之○點一五,強調警隊絕不姑息違法違紀人員。

Man admits to tainting colleagues' drinking water with semen

Sim Keng Tee, 35, pleaded guilty on Wednesday afternoon to two charges of mischief where he tainted two of his female colleagues' drinking water with his semen.​
This was two of 10 offences he pleaded guilty to in court. The names of victims were not revealed to protect their identities.​
The civilian officer in the Singapore Police Force mixed semen into his colleagues' drinking water on two separate occasions in 2008 at his office along Irrawady Road. He has since been relieved of his position in the police force.​
On February 21 2008, he masturbated to a photograph of his female colleague, and collected the semen in a small bottle. He recorded himself doing this on his handphone.​
He then returned to his office and waited for her to leave her desk temporarily. When she did, Sim mixed his semen with the drinking water in her water bottle. He also recorded this.​
As the water bottle was tinted red the victim did not realise the water was no longer clear.​
Sim then struck up a conversation with the victim when she returned to her desk and secretly recorded her drinking the tainted water.​
Two months later, on April 2, 2008, Sim repeated his actions with a second female colleague.​
This time, instead of pouring the semen into her water bottle, he poured it into her bottle of green tea.​
As the bottle was wrapped in plastic, the victim did not realise the difference. Again Sim, struck up a conversation with his victim while he recorded her drinking the water mixed with his semen.​
Sim saved these videos on his personal computer at home.​
These videos and more were discovered in a police raid conducted in 2009 when a third female colleague reported him to the authorities after she caught him taking up-skirt photos of her.​
The police raid also revealed that Sim had taken videos of four of his colleagues and had organised the videos on his personal computer into separate folders named after each victim.​
How he was discovered
On September 10, 2009, Sim approached a colleague at her desk and asked her to pass him a stack of documents.​
While she was standing up, Sim squatted on the opposite side of the desk.​
When she turned around, she noticed that Sim was holding his mobile phone under her skirt.​
After a struggle, she managed to grab the phone and discovered the upskirt shots of herself.​
She then reported the matter.​
In court today, Sim pleaded for leniency saying he had voluntarily put himself through medical check ups and counselling sessions.​
Further to the 10 charges that Sim pleaded guilty to, another 149 charges will be taken into consideration for sentencing to be held on December 1, 2010.​
For intending to intrude upon the privacy of a woman, Sim faces imprisonment for a term which may extend to one year or a fine, or both, for each of the eight charges at hand.​

SINGAPORE — A retired Traffic Police inspector who molested four full-time national servicemen (NSFs) serving as special constables under him has been sentenced to 18 months and one week in jail on Monday (July 2).​
With his conviction, Mohd Taufik Abu Bakar — a decorated police officer who served the force for more than 30 years — will also lose his retirement benefits, said a police spokesman in reply to TODAY’s queries.​
The court heard that between January and September 2015, the 55-year-old – who headed the Traffic Police’s Hit and Run Investigation Team till he was suspended from service in August 2016 – touched and slapped his male subordinates’ buttocks in the Traffic Police headquarters as he called them "darling" and "baby".​
In one instance on Sept 10, 2015, he grew so emboldened that he invited one of them to his flat and molested the 21-year-old under the pretext of helping him eradicate his body odour by applying hair removal cream on his armpit and pubic hair.​
But as the NSF was applying the cream in Taufik’s toilet on the morning of Sept 13, Taufik barged in and began putting the cream on the young man’s body, and molested him.​
After Taufik sent him home that day, he also texted him: “Let me know if you feel lonely and need me to accompany you. You can also stay over at my place and let me know."​
Taufik's offences came to light only on Sept 16, when the NSF told another 22-year-old victim about his ordeal. The two of them then told a National Service probationary inspector about the offences, who reported it to the Traffic Police's head of investigation.​
Taufik denied his six molestation charges and was only convicted in February following a six-day trial. The victims cannot be named due to a court gag order.​
During the trial, one of the victims testified that Taufik would touch him on the buttocks at least four to five times a month, then grin at him afterwards. But Taufik claimed during trial that he did so as "a joke".​
During mitigation last month, Taufik’s lawyer Gino Hardial Singh sought for no more than 10 months' jail and a fine for his client, pointing out that victims were "not vulnerable persons under his care" but young adults who could protect themselves or find possible legal recourse.​
But the prosecution sought a jail term of at least 32 months for Taufik, arguing that he had used the body odour excuse as a "convenient pretence", and had sent the victim messages that were strongly suggestive of grooming.​
In sentencing Taufik on Monday, District Judge Jasvender Kaur viewed Taufik’s abuse of his position of authority as a superior to be an aggravating factor. She, however, ruled that there was no premeditation in the lead up to molesting his victims, noting that another colleague had spoken out about the NSF’s body odour matter a few times.​
"It was (another police officer's) evidence that she spoke three to four times about it to the accused," said District Judge Jasvender. "On the evidence, I am unable to find that the accused had at the outset planned to outrage the modesty of (the NSF) and lured him to his flat."​
Taufik could have been jailed for up to two years and fined or caned for each of his molestation charges.​
A police spokesman confirmed on Monday that Taufik is no longer with the Singapore Police Force as he had retired on May 10 last year upon reaching his mandatory retirement age. SINGAPORE - A traffic policeman who had sex with a 13-year-old girl was jailed for 15 months on Wednesday.​
Faisal Amry Abdul Rahman, 26, who faced six sexual offences and one of criminal trespass into a female toilet, pleaded guilty to two charges of sexual penetration of a minor.​
Deputy Public Prosecutor Eunice Lau told the court that Faisal Amry befriended the victim sometime in late 2011 over the online social network known as iMesh.​
The victim told him that she was 13 years old and a Secondary 1 student, while he told her he was in his 20s.​
On Jan 16, 2012, the victim asked Faisal Amry to pick her up after school. He fetched the victim, who was in her school uniform, at an HDB carpark in Jurong West.​
He drove her to Choa Chu Kang Chinese cemetery where they became intimate in the car. They then moved to the back seat where she performed oral sex on him before he had unprotected sex.​
About two weeks later, he sent her a text message asking her to meet him.​
On Jan 26 that year, he fetched her on his scooter. He took the victim, who was in her school uniform, to Jurong Hill Park where she performed oral sex on him in a female toilet cubicle.​
He is the third man to have been convicted and sentenced for having sex with the girl, who was in Secondary 1 at the time.​
The two who were jailed for having sex with the same girl are Mohammed Aziz Mohammad Berkit, 36, who was given two years' jail, and Khairul Fahmi Norisham, 24, who got 12 months. Both men, who were convicted in October last year, had another similar charge each taken into consideration.​
Faisal's lawyer N Sudha Nair said since the charges were brought against her client, he realised that his future with the Singapore Police Force and civil service was bleak. He had been attending courses to better himself so that he would be able to integrate into society after serving his sentence.​
She said he was remorseful for what he had done and lost much as a result of his foolish actions and poor judgment.​
He could have been jailed for up to 10 years and/or fined on each charge of having sex with a person under 16 years old.​

SINGAPORE - A former policeman, who was infected with the human immunodeficiency virus (HIV), had sex with two prostitutes in Singapore but did not inform the women about his condition.​
Instead, he sent an e-mail to the Ministry of Health (MOH) on April 4, 2017, stating that he had sex with a prostitute whom he suspected of having a sexually transmitted disease.​
He then asked the authorities to investigate and repatriate her.​
He sent another e-mail four days later, revealing that he is HIV-positive.​
He also stated that he was having sex with the woman when his condom broke.​
The information was later referred to the MOH's Surveillance and Enforcement Branch for further investigations. HIV can lead to Aids, or acquired immune deficiency syndrome, a potentially fatal condition.​
The man, 52, who cannot be named due to a gag order and is now working as a security officer, pleaded guilty on Wednesday (Feb 13) to two charges under the Infectious Diseases Act.​
He also admitted to one count each of knowingly living on the earnings of prostitution and allowing his rented apartment to be used as a brothel.​
Court documents did not reveal the women's current HIV status and when the man left the Singapore Police Force.​
The reason behind his departure from the force was also not revealed in court documents.​
The court heard that the women, both Chinese nationals, would not have engaged in sexual activities with him had they known about his condition.​
The man first suspected that he had contracted HIV in Thailand in 2003 but did not seek treatment until he was formally diagnosed five years later.​
On Jan 14, 2017, he entered into a tenancy agreement for the apartment in Geylang.​
He later informed members of a group on messaging app WeChat stating that the unit was for rent at $80 per day. Most members of the group were sex workers, the court heard.​
He sent the e-mails in April that year. Court documents did not state why he sent them.​
Subsequently, he wittingly allowed three Chinese nationals, between 33 and 39 years old, to provide sexual services in the apartment between June 22 and July 11, 2017.​
He also advised the trio to be careful about their clients so that they would not get caught by undercover police officers.​
He had sex with one of the women in June 2017 and engaged the services of the other the following month.​
The man was offered bail of $15,000 and will be back in court on April 5.​
