One island invasion=spending billions on defence

Nobody is going to attack Singapore. For what?

Military is necessary for good careers, parades, and regional disaster rescue. Singapore doesn't need supersonic jets, submarines, and battle tanks to fight threats from buggers like Mas Selamat or vandals spraying graffiti on MRT trains. But pilots need something glamorous to sian their girlfriends.
