This is to address a common misconception in regards to the law and the legal system. Its a fallacy to think that the government is the law. The fact is, the law by itself is neutral and independent. It can be viewed as a set of ethical codes and rules drawn up to protect human rights from any forms of violation. This lends truth to the old adage that noone is above the law, not even the kings and emperors of the old days. History has shown over and again that even the most ruthless of dictators, the likes of Marcos, Saddam, Gadaffi, Mubarak can and will be eventually brought down by the mighty peoples power and held fully accountable for their reign of abuses, crimes against the people
That said, the scheme of hierarchy goes like this. First a government must earn its legitimacy and get its moral authority from the people by proving above all its actions and policies that it is fully credible and trustworthy. Public trust is a very fragile thing, once broken its gone for ever and a government completely loses its legitimacy.
