No one holds a gun to their head in parliament. If they think the party's policy is unconscionable, than they have vote their own conscience and go against party. will they get punished by the party whip, of course they will. And the party whip will be the least of their worries as compared to the wrath that they will face from the CEC, secretary general, etc. SO, Toh Chin Chye was free to vote against the CPF if he really felt it sincerely. take a stand and take the punishment. People will respect him more for it instead of Abstaining. If you think an abstention is the same as a no vote, you need to get your head examined. An abstention is a no balls move. It says I don't like it, but I don't have the balls to openly go against it, so I abstain. where as a NO vote unequivocally says I am against it, and I believe in my stand, and i am able to take the punishment.
