Sanctions against North Korea must be slowly eased as part of the process of its de-nuclearisation and all sides must meet each other half-way during negotiations, Russia's foreign minister said.

On a visit to Pyongyang on Thursday - where he met North Korean leader Kim Jong-un and Foreign Minister Ri Yong-ho - Lavrov called for the phased lifting of sanctions on North Korea, indicating Pyongyang would not give up its nuclear weapons until that happens.

"It is absolutely obvious that - as we start discussions on how to resolve the nuclear problem on the Korean Peninsula - it is understood that the solution cannot be comprehensive without the lifting of sanctions," Lavrov said at a press conference.

"This cannot be achieved at one go. There can be no immediate denuclearisation - this should be done step-by-step and all sides should go halfway during every single phase of this process."

Washington is pressing North Korea to quickly give up all its nuclear weapons in a verifiable way in return for lifting sanctions and economic incentives.

But analysts say North Korea will be unwilling to cede its nuclear deterrent unless it is given security guarantees that the US will not try to topple the regime.

Lavrov met North Korean leader Kim Jong-un in Pyongyang on a trip seen as an attempt by Moscow to make its voice heard amid a flurry of negotiations over the North's nuclear disarmament.

His visit comes in advance of a possible landmark summit between US President Donald Trump and the North Korean leader planned for June 12 in Singapore.

Moscow's top diplomat expressed Russia's support for the declaration between North and South Korea last month, in which they agreed to work for the denuclearisation of the peninsula.

North Korea's leader Kim - meeting a top Russian official for the first time - thanked Moscow for standing by Pyongyang as the country tries to come in from the diplomatic cold.

"The situation on the Korean Peninsula is changing according to the interests of two countries. I'm glad that Putin's government is acting in opposition to the domination of the United States, and we are always ready to negotiate with the Russian side," Kim was quoted as saying in Russian media.

An analyst said despite the Russian delegation's visit, Moscow does not have significant influence on North Korea's position in the nuclear talks.

"For North Korea, Russia is less important compared with South Korea, the United States and China," Andrei Lankov, a professor of Korean Studies at Kookmin University in Seoul, told Al Jazeera.

"The North Korean decision-makers largely concentrate on the countries that are especially important, which either constitute a potential or actual military threat like the United States and South Korea, or those that can be seen as a possible source of economic assistance and investment - like China and South Korea," Lankov said.

He added Russia is unlikely to invest any significant amount money in Pyongyang and does not have an active military presence in the region.

The meeting in Pyongyang comes hours after a senior North Korean official met the US Secretary of State Mike Pompeo in New York City.

Kim Yong-chol and Pompeo will hold two rounds of talks on Thursday between the former spy chiefs on the potential Singapore meeting between Trump and Kim Jong-un.

Disputes between Washington and Pyongyang led Trump to cancel the meeting - only to see a flurry of diplomatic efforts in recent days.

(CNN)Russia's Foreign Minister Sergey Lavrov met with North Korean leader Kim Jong Un during a trip to Pyongyang Thursday, as Moscow steps up efforts to increase its influence in the region ahead of proposed talks between Kim and US President Donald Trump.

Speaking to reporters after meeting with his North Korean counterpart Ri Yong Ho, Lavrov called for the phased lifting of sanctions on North Korea, suggesting that denuclearization would only be achievable if sanctions were scaled back.
"As we start discussions on how to resolve the nuclear problem on the Korean Peninsula, it is understood that the solution cannot be comprehensive without the lifting of sanctions," Lavrov said according to state news agency Sputnik.

Lavrov's comments are likely to be met with frustration in Washington, where efforts are underway to convince North Korea to begin the process of nuclear disarmament ahead of the on-again off-again summit, tentatively scheduled for June 12.
The Trump administration has long maintained that the lifting of sanctions is dependent on the North's willingness to begin the process of full denuclearization. The success of the policy, known as the "maximum pressure campaign" remains dependent on the support of the international community, including Russia.
On Wednesday, Senior North Korean official Kim Yong Chol met with US Secretary of State Mike Pompeo in New York, their third meeting this year, as the two sides attempt to finalize their summit preconditions.

Lavrov said he welcomed increasing contact between North Korea, South Korea and the United States and added that Russia had a "common understanding with the North Korean side about the need to take the utmost care about what is happening now in terms of establishing contacts, normalizing relations between the two Koreas, between the DPRK and the United States, and avoiding the temptation to demand 'everything at once.'"
However he cautioned against making "sudden moves, to artificially speed the process, which requires a considerable amount of time and a more detailed alignment of all components of the package."
Asked if he was concerned that Trump or the next US president might renege on a deal, Lavrov said: "I am sure that the North Korean side knows perfectly well the history of recent years and, of course, will determine its position taking into account all factors."
Old allies
On Thursday during his visit to Pyongyang, Lavrov laid a floral tribute before the statues of President Kim Il Sung and leader Kim Jong Il. The long-time Russian foreign minister has been to the North Korean capital before, including in 2009 during an earlier round of negotiations on North Korean disarmament. It's not known whether Lavrov's meeting with Kim Jong Un was planned prior to his latest visit.
During their encounter, Lavrov invited Kim to visit Moscow. "Come to Russia, we'll be happy to have you," Lavrov told Kim, according to Russian state media.
The entry of Russia into the fray surrounding North Korea comes amid a flurry of international diplomatic activity, as regional powers look to build alliances ahead of the possible June 12 Trump-Kim summit.
Earlier this month, Kim Jong Un traveled to the northeastern Chinese city of Dalian to meet with Chinese President Xi Jinping, the second meeting between the two leaders since March.

US sizes up Kim ahead of possible nuclear summit

However despite the fact that Russia and North Korea nations established relations 70 years ago, the shadow once cast by Russia has lessened in North Korea as Moscow's global influence has waned and its own economy has been shaken by international sanctions.
"Russia has far less influence or leverage with North Korea than China does, and that's not because of the military stuff, it's purely because of money," said Bruce Bechtol, a professor of political science at Angelo State University who has authored several books on North Korea.
He said Russia is the only country other than China that presents a "semblance of being an ally" to the isolated regime.
"During the Cold War, Russia subsidized everything in North Korea. North Korea was not a poor country, it was simply a subsidized member of what we can now call the Soviet Union's satellite states," he told CNN.
That all ended in 1991, said Bechtol, when the Berlin Wall came down, communism in the Soviet Union and its member states collapsed, and Russia opened its economic doors to the West.

SINGAPORE: Indian Prime Minister Narendra Modi began a three-day official visit in Singapore on Thursday (May 31) at the invitation of Prime Minister Lee Hsien Loong.

The leaders will attend a business event on innovation and entrepreneurship at the Marina Bay Sands Convention Centre on Thursday, according to a press statement from the Ministry of Foreign Affairs (MFA).

Prime Minister Modi will call on President Halimah Yacob, and will be hosted to an official lunch by PM Lee. Emeritus Senior Minister Goh Chok Tong will call on PM Modi on Jun 2, the statement added.

An official welcome ceremony will be held in honour of PM Modi on Friday. On the same day, Mr Modi will visit the Singapore Botanic Gardens where an orchid will be named in his honour, MFA added.

PM Modi will also deliver a keynote address at the 17th International Institute for Strategic Studies Shangri-La Dialogue.

"Prime Minister Modi’s visit reflects the close relations between Singapore and India and will build on the India-Singapore Strategic Partnership signed in 2015," MFA said in its statement.

MOSCOW/SEOUL (Reuters) - Russian Foreign Minister Sergei Lavrov met North Korean leader Kim Jong Un in Pyongyang on Thursday and invited him to visit, moving to raise Moscow’s profile in international efforts to ease tensions on the Korean peninsula.

Lavrov visited the secretive state for the first time since 2009, as North Korean and U.S. officials met for a second day to prepare the ground for an historic summit on June 12 between U.S. President Donald Trump and the North Korean leader.

Russia has appeared to be on the fringes of a flurry of diplomacy as Pyongyang and Washington edge towards talks aimed at ending years of tension over North Korea’s nuclear program.

Lavrov on Thursday invited Kim him to visit Moscow.

“Come to Russia. We would be very happy to see you,” Lavrov, seated across a table from Kim, said during a televised meeting.

He expressed Moscow’s support for a declaration last month in which North and South Korea agreed to work for the denuclearization of the peninsula.

He said Moscow hoped all sides would take a measured approach to possible forthcoming talks on a nuclear settlement.

“This will allow for the realization not only of the denuclearization of the whole Korean peninsula but also to provide sustainable peace and stability across north-east Asia,” Lavrov was quoted as saying by his ministry.

Kim’s personal meeting with Lavrov was likely a move to try to secure Russia - along with China - as another powerful player that can push the United States to ease sanctions and make other concessions, said Anthony Rinna, a specialist in Korea-Russia relations at Sino-NK, a website that analyzes the region.

In the short term, Moscow “cannot afford to be remembered as the country that had no hat in the ring leading up to June 12,” he said.

“From a longer-term perspective, Russia hopes to foster economic cooperation with both North and South Korea.”

Kim would be wise to delay any official visit to Russia until after his meeting with Trump, said Jeong Hyung-gon, a research fellow at the Korea Institute for International Economic Policy.

“It won’t be easy for Kim Jong Un to turn down an official invitation, so I think it would be after the June 12 summit, which would help him to hold a successful summit with the U.S.”
