not to make an public enemy out of nk, sg closes an eye. but cia surveillance is keeping watch and know every ship from nk registered as an foc. although the graph shows negligible port visits by nk-flagged vessels to sg, the number of port visits by nk vessels registered as foc's is high. thus, the graph is not telling the whole picture.
