One of the biggest problems we face is the monopoly of talent by the establishment via state scholarship programs. These fuckers are groomed and mollycoddled for decades until they lose touch with the private sector. I know of a very few scholars who have gone out and done well on their own. Most quietly go back to the public service after getting their arses kicked.
They see their former colleague getting huge bonuses. They see their former colleagues being pampered, mega pay without responsibility. Of course, these scholars after yrs of having good life suddenly feel out of place when dealing with people from the real world. They suddenly feel civil service is so much more better. If you can't do well in this Ministry, you ask for a transfer.
If you know someone well in a GLC, you can join them and become a director holding high pay.
Yes public/civil service is too cushy for them. Wonder how many of them make real money from creating and exporting ideas/services/goods instead of living on tax monies?

The scholars know it too, and play the game well. They all just do the cosmetic stuff and await their next posting. With so many connected people around, if they 'gei-kiang' (try to be smart) they might step on somebody well connected. MBT is one good example. Do nothing when he was in charge of HDB and nobody in the garmen dare to complaint. Now he has more time to enjoy his money and smiling in his sleep.
