Totalitarian regimes do not care about the people. Also, there are plenty of retards 'voting' them into power anyway, they can do whatever they please, including fixing the opposition.
CECA is all about letting the GLCs gain access to the India market. Especially SIA. And perhaps collaborations with Tata. It's a deal, not a charity, so the PAP regime has to offer something on its side too.
