華航與機師工會今（ 14 ）日進行第 4 次協商，針對第 2 項訴求「副駕駛升訓制度透明化及保障國籍機師工作權」，經過 2 小時討論後達成共識，未來華航研議將不再聘用外國籍正機師，本國籍副機師升訓排序也將優於外國籍副機師，但此項經勞動部政務次長劉士豪糾正，恐有違法疑慮，機師工會也同意增加但書。
針對「副駕駛升訓制度透明化，保障國籍機師工作權」，華航與機師工會達成 4 點共識：
1. 公司於 2 內研議規畫只進用外國籍副駕駛，不直接以正機師身分進用外國籍機師。若無特殊情形，不再增加外國籍正機師之聘用。
2. 公司若有缺額將依照人力會議結論辦理，並以公平、公正、公開之方式處理。若本國籍機師之條件與外國籍機師相同，則以本國籍機師優先聘用，惟外國籍機師居住於台灣地區者（相關解釋以入出國及移民法辦理）不適用之。
3. 每年底預作次年度人力規畫，於每年 3 月、 9 月升訓會議前公布各機隊缺額，並供飛行員得自行至辦公室查閱個人成績，重申相關加分比重公司均已公開於內部網站。
4. 升訓評比分數相同者，以本國籍機師優先，每次升訓員額本國籍不得低於外國籍，惟外國籍機師居住於臺灣地區者(相關解釋依入出國及移民法辦理)不適用之。
截至目前為止，華航與機師工會已達成 2 項共識，其他「禁止對工會會員施壓、脅迫、秋後算帳」、「撤換破壞勞資關係的不稱職主管」、「比照長榮航空保障第13個月全薪」等訴求，下午將繼續協商，距離罷工結束更近一步。
