華航與機師工會今( 14 )日進行第 4 次協商,針對第 2 項訴求「副駕駛升訓制度透明化及保障國籍機師工作權」,經過 2 小時討論後達成共識,未來華航研議將不再聘用外國籍正機師,本國籍副機師升訓排序也將優於外國籍副機師,但此項經勞動部政務次長劉士豪糾正,恐有違法疑慮,機師工會也同意增加但書。

針對「副駕駛升訓制度透明化,保障國籍機師工作權」,華航與機師工會達成 4 點共識:

1. 公司於 2 內研議規畫只進用外國籍副駕駛,不直接以正機師身分進用外國籍機師。若無特殊情形,不再增加外國籍正機師之聘用。

2. 公司若有缺額將依照人力會議結論辦理,並以公平、公正、公開之方式處理。若本國籍機師之條件與外國籍機師相同,則以本國籍機師優先聘用,惟外國籍機師居住於台灣地區者(相關解釋以入出國及移民法辦理)不適用之。

3. 每年底預作次年度人力規畫,於每年 3 月、 9 月升訓會議前公布各機隊缺額,並供飛行員得自行至辦公室查閱個人成績,重申相關加分比重公司均已公開於內部網站。

4. 升訓評比分數相同者,以本國籍機師優先,每次升訓員額本國籍不得低於外國籍,惟外國籍機師居住於臺灣地區者(相關解釋依入出國及移民法辦理)不適用之。

截至目前為止,華航與機師工會已達成 2 項共識,其他「禁止對工會會員施壓、脅迫、秋後算帳」、「撤換破壞勞資關係的不稱職主管」、「比照長榮航空保障第13個月全薪」等訴求,下午將繼續協商,距離罷工結束更近一步。

民航局則回應,民航局本來就有申請換證業務,並非是因為這次罷工事件才開放補發作業,這幾天陸續有機師申請補發,不過數量不便對外說明。
