SINGAPORE: A full-time national serviceman who was facing a murder charge for stabbing a woman will not face the death penalty.

23-year-old Soh Wee Kian pleaded guilty on Tuesday to culpable homicide not amounting to murder.

The prosecution had indicated two weeks ago that it would reduce the murder charge that Soh was facing to one of culpable homicide if he pleaded guilty.

Instead of facing the death penalty, Soh could be jailed for life and caned, or jailed up to 20 years with a fine or caning.

Soh was accused of murdering Hoe Hong Lin, 32, at Mandai Tekong Park at Woodlands Drive 50 on 22 September 2010.

The court heard on Tuesday that Soh would loiter around HDB blocks, with a glove and knife in his pockets.

He would pick out women with long hair and short skirts and follow them.

At the same time, he would imagine stabbing them and molesting them.

On the night Madam Hoe died, she had just celebrated the Mid-Autumn Festival with her family and was walking home after sending her nephews off.

Soh came up behind her, covered her mouth to stop her from screaming, and stabbed her in the lower back with the knife.

After she fell to the ground, he stabbed her several more times

The court heard that Soh thought of molesting Madam Hoe as she was lying on the ground but was unable to do so because she grabbed both his hands.

He then broke free and ran off.

Soh also faced three other charges of slashing three women between January and May 2010.

He pleaded guilty to one charge of voluntarily causing grievous hurt, while the other two charges will be taken into consideration for sentencing.

In the charge Soh pleaded guilty to, the court heard that he stabbed 28-year-old How Poh Ling several times with a knife on 26 May 2010.

Soh was later arrested on 14 October 2010 while serving detention for going absent without official leave from National Service.

His family and Madam Hoe's husband were in court on Tuesday.

Soh is expected to be sentenced on Thursday afternoon. - CNA/xq

A full-time national serviceman who knifed four women in a span of nine months in the northern part of Singapore in 2010, killing one of them, was convicted in the High Court on Tuesday.

Soh Wee Kian, 23, pleaded guilty to one count of culpable homicide for killing mother of two Hoe Hong Lin, 32, in Woodlands, as well as one count of causing grievous hurt with a weapon for stabbing Ms How Poh Ling, 28, in Sembawang.

The court heard that Soh would wander around HDB blocks, with a glove and a knife in his pockets, looking for women with long hair and wearing short skirts. He would follow them and fantasise about stabbing them in the back and touching their breasts and kissing them.

Soh originally faced a murder charge for Madam Hoe's killing but escaped the gallows after his lawyers made written representations to the prosecution to reduce the charge to culpable homicide. He is expected to be sentenced on Thursday and faces either life imprisonment and caning, or up to 20 years' jail and a fine or caning. Two other charges, for slashing Ms Ooi Li Li and Ms Lam Hui Lin, will be taken into consideration during sentencing.

SINGAPORE: A full-time national serviceman who stabbed four women in separate attacks, leaving one dead, was sentenced to life imprisonment by the High Court on Thursday.

Soh Wee Kian, 23, had pleaded guilty on Tuesday to culpable homicide not amounting to murder and to another charge of voluntarily causing grievous hurt by a dangerous weapon.

The remaining two charges were taken into consideration during sentencing.

Soh had initially been accused of murdering mother-of-two Hoe Hong Lin, 32, at Mandai Tekong Park at Woodlands Drive 50 on 22 September 2010.

However the prosecution indicated two weeks ago that it would reduce the murder charge that Soh was facing to one of culpable homicide if he pleaded guilty.

Soh also pleaded guilty to stabbing 28-year-old How Poh Ling several times with a knife on 26 May 2010, leaving her with psychological trauma.

Soh was arrested on 14 October 2010 while serving detention for being absent without official leave from National Service.

Soh's lawyer, Mr Thangavelu, told the court that Soh was suffering from adjustment disorder with depressed mood when he committed the offences.

He said Soh was highly remorseful and regretted what he had done, and apologised to Mdm Hoe's family as well as to the three victims.

In meting out the sentence, Justice Choo Han Teck said a lengthy period of imprisonment was "most appropriate" for the sake of the public and for Soh's own good.

Soh remained expressionless throughout the hearing.

His family was given a few minutes to speak with him after he was sentenced.

Mdm Hoe's husband, 42-year-old Ng Kak Joo, was also present in court for Soh's sentencing.

He later told reporters that he did not accept Soh's apology, and that he was disappointed Soh was spared caning.

Soh's lawyers had submitted that Soh should be spared caning because of his mental impairment. - CNA/jc
