Stumped by PUB clause

I PURCHASED a resale flat recently and submitted an online application to have water, electricity and gas turned on. In the terms and conditions that I must accept to have my application processed, it is stated that 'PUB shall not be liable for any failure or inconsistency in the water supply to the premises howsoever and whatsoever caused'.
I do not understand how and why the PUB is assigned blanket indemnity in case the supply of water is disrupted. Which other government department would then be liable to ensure Singaporeans have water supplied to our homes?
