Stumped by PUB clause

I PURCHASED a resale flat recently and submitted an online application to have water, electricity and gas turned on. In the terms and conditions that I must accept to have my application processed, it is stated that 'PUB shall not be liable for any failure or inconsistency in the water supply to the premises howsoever and whatsoever caused'.
I do not understand how and why the PUB is assigned blanket indemnity in case the supply of water is disrupted. Which other government department would then be liable to ensure Singaporeans have water supplied to our homes?

In other words, you die, your business!. You don't pay them for the services, it is their business. That means, they are only interested in collecting revnue from you & forget about customers service, it is all a bull shit! ha ha ha ha

They performed the trials & you pay for their errors!

It's the same with all broadband companies. When u sign, there is a clause that excludes them from ALL forms of compensation liability under ALL and ANY forms of disruption to the service, be it natural disaster, human error, etc etc.. Their broadband service is provided on a "Best-effort" basis..... Same goes to your telephone line, gas.....
