After success in ICBM & H-Bomb, what is the correct Next Step for NK by a standard military theory?

The answer = CRUISE MISSILE

One can consider a Cruise Missile as a Drone carrying a Warhead, and in this case H-BOMB.

What NK needs is one that is capable of carrying a H-BOMB Payload, and progressively extending the range, plus increasing the Penetration Capabilities aka Stealth.

Why Cruise Missile?

1st of all, is surprise element, and which to complement ICBM / IRBM, which THAAD & Patriot etc can detect from a long distance, and calculate a generally predictable trajectory & approx time & location of impact, and hence advance warning plus interception. Cruise Missile generally flies BELOW RADAR & Covered by Terrains. It does not have a big bright hot rocket flame, and it resembles just a low flying aircraft, except there is no pilot inside.

2ndly, Cruise missile can be made easily and cheaply. It has a very very low entry hurdle, it takes only basic aircraft technologies instead of rocket science. If you remote control or auto-pilot a World War One aircraft taking off from a farm road, carrying a bomb it is already a Cruise Missile. The famous 911 attack hijacked Boeing 767s and used them exactly as cruise missiles. Then as you can see, THEY CAN BE VERY CHEAP to make.

3rdly, Cruise missile are extremely flexible. As you have more budget, more resources and creativity, you can Really make Some Extremely Nasty surprises, there are too many areas that you can experiment. The variety of cruise missiles range from submarine launched, ship-launched, aircraft-launched, truck launched, you can have sea-plane taking off from any pond lake or sea, you can launch from any trucks or pickups, you can launch from HDB rooftop, you can have helicopter version, vertical take-off, you can have cruise missile that will do landing and take off with remote control or per-programmed, e.g. land and hide from detection or crotch somewhere to ambush, awaiting for a single or opportunity to attack. It is possible to make Cartoon Transformer cruise missile that can fly and land and transformed into a land vehicle and move on land and then take off again like a drone, just to penetrate some defense areas, not require very high technologies.

They have designed many interceptions and counter-measures to intercept or defend against Ballistic Missiles like ICBM IRBM SLBMs etc, but quite hard to make much to defend against cruise missiles.

If he want to make a cruise missile carrying a nuke, he can clone a South Korean or Japanese military or civilian plane, make look-alike, and with faked cloned radar transponder to imitate the false identity. Best chance to sneak into Japan or South Korea.

There is first of all no real entitlement of any innocence, nor human rights. People are not entitled to kind treatment or love by default, nor entitled to security nor protection, just because you did nothing wrong. All the weak are at the mercy of the strong, especially if the strong find it a very UN-affordable to be kind to the weak, that their own survival becomes a doubt.

Range and miniaturization is not so important for NK, because their main interest is just USA alone.
To secure their own existence against a US counter-attack, they only need to hold millions of the south Koreans as hostage, that is enough. Once that is done, Kim Jong Nuke can nuke USA, and not fear a counter attack.
To perfectly do that, he should occupy South Korea, live there and run his wars from there, deploy his nuclear launching trucks in there, where USA can not nuke him. He will use many millions of Kim Chi cousins as human shields - FOC.
How to do that? He can e.g. nuke 2 cities such as Busan + Guangju and instantly march army over facing ZERO RESISTANCE and all done within 2 hours, and Trump can not even have time to react.

Kim Jong Nuke can deploy his missile in Seoul and live in Presidential Palace there, and use Samsung Hyundai Gold Star factories to manufacture more missiles. Can Trump nuke him in Seoul?

He can nuke Trump from Seoul, but Trump can not nuke him.
