Trengganu is the biggest oil producing state.
The cost to build the palace is a drop in the bucket compared to the oil revenue the federal government have been earning from Trengganu's offshore oilfields since 1975.
Even though the state is only given 5% annual royalty, the palace costs is tsup tsup suay compared to that 5%.
Very cheap investment to keep the Sultan sweet.
