Network over capacity formula was created to force Singaporeans to accept population white paper.
So the gahmen built public transportation over capacity in preparation for 6.9 million population and now punishes the public transportation users with the cost of excess built in capacity by blaming the demanding public transportation users who demand fast availability of public transportation.
Think PAP wants to teach Singaporeans a lesson: if u demand more service, u get ready to pay for the excess capacity, if not, please don't complain about being packed like sardines.

Actually, sometimes I wonder if gullible Singaporeans are the scape goat of the PAP.
