Need help to get rid of FT in my office

Hi all,
I am working in a small local company, we have a foreign engineer who has been with us for 5 years with a S pass. He is starting to show his arrogance by mocking at the local management, refused to answer our calls and is very rude the boss. My Boss is planning to terminate him, here is our questions:

Is there any way to fire and bar him from returning to Singapore to pollute other companies, e.g like writing to MOM

If he is dismissed and the boss writes a letter to the MOM with a bad reference, he could be blacklisted and denied any S-Pass application in future
