I can tell you that the area, which is just outside the front entrance of Heartland Mall, had makeshift operators for years. Yes, before WP took over.
Whether they had licenses or whether the operators were the same or whether they were operating under "year-end festive event" or "trade fair", that I do not know.
In Singapore every event needs licence one... Thats how gahment make $$$, nothing is free...

Not all but PAP "events" are exempted or appeared to have granted licencing approval. This cuntry belongs to PAP and not Singaporeans. It was like old day gangster going around bullying and pestering stall holders for "protection-money" or get kicked out. PAP is no different in this manner of bullying the people. Can you really blame most Sinkies for not being spontaneous and proactive? Nobody wants to trample on the toes of the authorities. They have been conditioned since young to be obedient and grateful. Everything is assumed to be illegal unless the govt had explicitly given the nod.
