NEA - A waste of public funds

I don't see a rationale for this government agency when its work could be carried out by a ministry.

This is an example of a waste of public money. If the NEA's role is handle by the ministry, you save on the million bucks salary for the CEO at the least.

Formed on 1 July 2002, the National Environment Agency (NEA) is the leading public organization responsible for improving and sustaining a clean and green environment in Singapore. The NEA develops and spearheads environmental initiatives and programmes through its partnership with the People, Public and Private sectors. Our key programmes that underpin our mission include:

Pollution control

Controls air and water pollution, and regulates hazardous substances and toxic industrial wastes through prevention, enforcement and monitoring. Develops and implements joint programmes on transboundary pollution with the neighbouring countries.

Solid waste management

Plans, develops and manages refuse disposal facilities; licenses waste collectors; regulates refuse collection for the domestic and trade premises in the nine sectors; and enforces illegal dumping. Promotes the 3Rs (reduce, reuse, recycle) to conserve resources.

Energy efficiency

Promotes energy efficiency and conservation to improve air quality, reduce greenhouse gas emissions and help mitigate climate change. The Energy Efficiency Programme Office (E2PO) integrates the overall efforts of the public, private and people sectors to improve energy efficiency.

Radiation protection & nuclear safety

Administers and enforces the Radiation Protection Act and Regulations through licensing and inspections.

Prevention and control of vector-borne diseases

Maintains an effective surveillance programme for vector borne diseases and the control of vector population. Builds up the capacities of the pest management industry and stakeholders such as the Town Councils and land agencies to create communities that are safe from vector-borne diseases. Conducts research to develop better surveillance and control methodology, increase operational efficiency and enhance the knowledge of vector-borne diseases.

Public hygiene and cleanliness

Conducts regular checks on food establishments, cooling towers, swimming pools, and public toilets to ensure that a high standard of hygiene is maintained. Promotes anti-littering practices through education and enforcement. Maintains an effective system of public cleansing to keep Singapore clean and to prevent environment-related diseases.

Management of hawker centres

Oversees the licensing, management and regulation of hawkers to maintain and promote good hygiene practices and public health standards in government hawker centres. Manages the upgrading of hawker centres.

Meteorological services

Provides timely weather information to support public safety and socio-economic activities. Issues haze alerts and provides vital meteorological services to the aviation and maritime communities.

3P (People, Public and Private) Partnership

Builds strong networks among the 3P sectors, and develops effective outreach programmes in partnership with partners from the 3P sectors to enhance the pro-environmental mindset amongst the community and to raise community ownership of environmental and public health issues.

Environmental Training

Actively promotes knowledge transfer and offers environmental capacity-building training programmes to enhance the competency of working professionals from the industry, international organisations and the general public, through our Singapore Environment Institute.

The NEA is doing an excellent job. Just look around you... unpolluted waterways, greenery and a clean environment despite the high population density.

Without the NEA, you'd see a lot more of these sorts of scenes :

Domestic travellers may just wrinkle their noses and move on but the experience of filth and squalor surely leaves the international travellers disgusted, to put it mildly.
The Metro station on the Ajmeri Gate side, which gives easy access to travellers who want to board a train at the New Delhi railway station to head to other states, or the Airport Express Metro station or board any of the buses plying on the route, has turned into a hellhole of government apathy.

But the ceiling there very high. Cannot reach by scaffolding. Need tower crane. Who is going to bear the cost?

There are those, who just like to 'suck eggs' , best treat it as an annoyance like flies, once in a while, just swat it. Flies real twit too, they do not know, when to stop badgering you; for they have only myopic vision ..that is when they get swatted.:rolleyes:

If you look at the composition of Singapore society, it consists mainly of

1. Chinese - 75%
2. Indians -7%
3. Malays. - 14%

You've seen how filthy the Chinese are. You've seen the squalor that Indians wallow in. The Malays are more tidy but they wouldn't bother to clean up after the chinks and ah nehs.

So why is Singapore so much cleaner than the sum of its parts? The answer is that you have to thank the PAP for that. Without the superior governance provided by the ruling party, Singapore would be exactly like the slums the inhabitants originated from.

You can achieve the same result with the Ministry of Environment. Why do we need to pay MOE PS 1 million and then NEA CEO another million?

Heavy fines penalise and punish but they don't ensure cleanliness by any measure.

Singapore is kept clean by an army of cleaners working behind the scenes. We have to thank the NEA and other government departments for that.

The cleaners are hired by TC in any case. That's beside the point. What tasks that the NEA performed that can't be done by the ministry?

Your myopic view of the whole rubbish and waste management process is shocking. You seem to think that the rubbish vanishes into thin air with a wave of a wand.

The town council cleaners are only a small part of a complex logistical exercise required to keep the Island clean. 8,016 tonnes per day needs to be processed after the cleaners have done their small part.

Billion dollar incineration plants have to be planned for in advance. Landfills need to be allocated. Toxic waste needs to be controlled. All this requires massive planning and complex execution.

The Ministry of Environment had been taking of these activities for decades. Why the need for another agency? Do we need two million dollar civil servants for a job that can be handled by one?

The world is becoming a lot more complex. There are many more factors to consider today when dealing with environmental issues compared to the good old days when global warming, toxic waste disposal, carbon emissions and so on were not part of the equation.

Add to that the fact that Singaporeans are generating more waste than ever and you'll come to realise the enormity of the environmental issues that face the country today.

I care for the environment and I'm extremely grateful to the PAP for being extremely proactive in this area and allocating sufficient resources and talented expertise to deal with environmental issues. In my view, the NEA is a vital component of Singapore's infrastructure.
