I thought it was set up after 911? This agency's performance during Mas Selamat escape proves that it is not effective. Last year massive mrt breakdown also caught them out for going through motion in their past emergency drills. CLB, essentially.

It was set-up to better coordinate intel from two competing agencies in S'pore - SID & ISD.
