On July 31, Malaysian Defense Minister Mohd Shabpur spoke to the parliament: only four of the 18 Su-30MKM advanced fighters of the Royal Malaysian Air Force can fly!

Malaysia received all 18 Su-30MKMs in August 2009, nearly 10 years ago. In order to fight against Singapore's F-15SG fighters, the Su-30MKM has greatly enhanced its self-defense and electronic warfare capabilities compared to the Indian Air Force's Su-30MKI, adding the legal "Damocles" targeting pod, South African Avionics Systems Inc. The Missile Approach Warning System (MAWS) and the Laser Alarm Sensor (LWS) were hailed as the most advanced Su-30 fighters.
Shabu said that 14 of the 18 fighters needed maintenance and only 4 were airworthy. Due to unfavorable maintenance, the Malaysian Ministry of Defence has terminated the contract for the ATSC company responsible for maintaining the aircraft. The worse situation is that the Malaysian Air Force's MiG-29N fleet has been completely grounded due to the lack of spare parts. That is to say, there are only four of the 28 Russian fighters currently in the country.

This is not the first time the Malaysian Air Force has complained about the maintenance of Russian-made fighters.
Malaysia purchased 18 MiG-29N fighters in 1994, and as a result, the aircraft retained maintenance issues shortly after its service. Since all the parts of the machine need to be imported from Russia, the delivery period is long, which causes the machine to be in a long-term flight state because it is waiting for a certain part, thus seriously affecting the proper rate of the MiG-29N.
Since 2009, the Malaysian Air Force has stated that it has to retire the MiG-29 several times because the aircraft "the maintenance cost of some old parts and systems is too high, and the saved funds will be used to pay for the Royal Malaysian Air Force. Maintenance costs for other aircraft and systems." The last time at the Langkawi Air Show in 2018, Malaysia expressed the hope that 18 new fighters could be purchased at a lower price to replace the MiG-29N. The candidate models are MiG-25, JAS-39C/D, JF- 17 "枭龙".
Although the Russian MiG company started cooperation with the Malaysian ATSC company in 2011, the maintenance center of the MiG-29 was established in Malaysia to provide maintenance services for the MiG-29N. However, from the current 10 MiG-20N all stopped flying, MiG did not significantly improve the quality of after-sales service.

As for the Su-30MKM, Malaysia’s then Minister of Defense Najib had revealed that the maintenance of the Su-30MKM fighter was expensive. From the beginning of 2008 to May, it had already spent RM13.7 million (about 27 million yuan) on maintenance. Fees, with the end of the warranty period of the Russian Irkut company, all future maintenance costs will be borne by the Malaysian side, and there is an urgent need for reliable and cheap maintenance suppliers.
The Malaysian Air Force once hoped to cooperate with the Chinese Air Force and hoped to provide maintenance services for the Su-30MKM relying on the rich experience of the Chinese Su-30MKK, but it was strongly opposed by the Russian manufacturers. Finally, in 2013, Ma Fang signed a maintenance contract with Sukhoi Aircraft Corporation for the Su-30MKM fighter, with a total contract value of US$100 million.
On December 7, 2016, Malaysia set up a Su-30MKM fighter repair center at a cost of US$16 million. The Russian company also cooperated with ATSC Malaysia to provide maintenance services. However, it seems that the establishment of the MiG-29 and Su-30MKM local maintenance center has not played any role at all. The quality of the after-sales service of Russian fighters is still the same. (Author's signature: Armstrong)
