TOKYO - Japan has ordered its armed forces to shoot down any North Korean missile headed towards its territory, a defence ministry spokesman said Monday as speculation grows Pyongyang may fire one this week.
Defence Minister Itsunori Onodera issued the order, which will see Aegis destroyers equipped with sea-based interceptor missiles deployed in the Sea of Japan, the defence official said.
The official, who was speaking on condition of anonymity, said the order, which was issued Sunday, was routine and was being kept low-key.
"We won't hold press conferences on this order because of Japan's policy principle that we will not be swayed by North Korean provocations.
"If we announce this publicly and explain in details, North Korea will get to know part of our strategy," the spokesman told AFP.
The order came as a top South Korean security official said Sunday that North Korea may test-launch a missile this week, while the United States has delayed its own missile test because of soaring tensions on the peninsula.
Kim Jang-Soo, chief national security adviser to President Park Geun-Hye, said a test-launch or other provocation could come before or after Wednesday, the date by which the North has suggested that diplomats leave Pyongyang.
North Korea, incensed by UN sanctions following its nuclear and missile tests and by South Korean-US military drills, has issued a series of apocalyptic threats of nuclear war in recent weeks.
It has also reportedly loaded two medium-range missiles on mobile launchers and hidden them in underground facilities near its east coast, fuelling fears of an imminent launch that may further escalate tensions.
North Korea also gave an evacuation advisory to some foreign embassies in the capital Pyongyang, warning it could not guarantee their safety after April 10 if a conflict broke out, although most appeared to be staying put.
Sunday's order is similar to those Japan's defence ministry has issued three times in the past -- in April 2009 and in April and December last year -- when North Korea launched what it called a satellite.
But this is the first time that an order has been issued before Pyongyang has announced any actual launch.
"There is not a high possibility that the missile would target Japan, but we have determined we should prepare for any contingency," a government source told Kyodo news agency.

TOKYO - Japan has deployed Patriot missiles in its capital as it readies to defend the 30 million people who live in greater Tokyo from any North Korean attack, officials said Tuesday.
Two Patriot Advanced Capability-3 surface-to-air missile launchers had been stationed at the defence ministry in Tokyo before dawn, a ministry spokesman said, while Defence Minister Itsunori Onodera said "we are proceeding with measures including deployment of PAC-3 as we are on alert".
Local reports said PAC-3 will be deployed in another two locations in the greater Tokyo area.
Tokyo's response thus far to the threats emanating from Pyongyang has been low key and Tuesday's moves are the most visible yet that it is rattled.
"The government is making utmost efforts to protect our people's lives and ensure their safety," Prime Minister Shinzo Abe told reporters Tuesday morning.
"As North Korea keeps making provocative comments, Japan, cooperating with relevant countries, will do what we have to do.
"For the moment, the most important thing is to implement sanctions under the UN Security Council resolutions," Abe said.
PAC-3 batteries will also be installed in the semi-tropical island chain of Okinawa, Onodera told a television programme broadcast Monday.
He said Okinawa was "the place that is most effective in responding to emergencies... so we should deploy the unit in Okinawa on a permanent basis".
Japan's armed forces are authorised to shoot down any North Korean missile headed towards its territory, a defence ministry spokesman said Monday.
In addition to the PAC-3s, Aegis destroyers equipped with sea-based interceptor missiles have been deployed in the Sea of Japan (East Sea), the defence official said.
Tokyo's moves came as North Korea said Monday it was withdrawing all workers and suspending operations at a lucrative joint industrial zone with South Korea, with reports of heightened activity at the North's nuclear test site and at a missile battery.
North Korea's bellicose rhetoric has reached fever pitch in recent weeks, with near-daily threats of attacks on US military bases including in Japan and South Korea in response to ongoing South Korea-US military exercises.
Intelligence reports suggest Pyongyang has readied two mid-range missiles on mobile launchers on its east coast and plans a test-firing before the April 15 birthday of late founding leader Kim Il-Sung.

BEIJING - China called Tuesday for the protection of citizens from all countries and warned against "chaos" on the Korean peninsula after North Korea urged foreigners in South Korea to evacuate.
Beijing, a key backer of its defiant neighbour, has repeatedly urged calm and restraint despite spiralling tensions since Pyongyang tested a third nuclear bomb in February and reacted angrily to resulting UN sanctions.
The isolated regime said Tuesday the peninsula was headed for "thermo-nuclear" war and advised foreigners in South Korea to consider evacuation.
It has also shut a key North-South joint industrial complex, while the US has vowed to defend its allies and held joint war games with Seoul.
"The Korean peninsula is a close neighbour of China. China does not want to see the chaos of war at its doorstep," said foreign ministry spokesman Hong Lei at a regular press briefing.
"We call on relevant parties to bear in mind the larger interests of regional peace and stability and concretely ensure the legitimate rights, benefits and safety of citizens from other countries," he added.
"We do not want to see chaos or war on the Korean peninsula. We want peace, not war; dialogue, not confrontation; easing, not tension."
North Korea last week warned foreign embassies in its capital Pyongyang to consider evacuating by April 10, saying it could not guarantee the safety of their personnel in case of conflict.
