Foxes are sly and the human kind like to lie. Here is the FAQ from the official website:

Can I get my name back on the register of electors for my constituency?

You can do so from 7 June 2011 by applying to the Registration Officer with an explanation as to why you did not vote. Application may be made online via this website or in person at Elections Department or any Community Centre/Club. However, a penalty is imposed if you do not have valid and sufficient reason for not voting. You must pay $50 to restore your name to the register of electors if you do not give valid and sufficient reason.

I missed the previous time, but no penalty because got "valid and sufficient reason".

What is considered a "valid and sufficient reason"? And using what as supporting documents?
