Perm Sec by definition is Permanent.... if minister is paided more than than Perm Sec, the perm sec will just see his next promotion as minister ...
but to do that he need to suck up to his political masters....

So if Perm Sec is higher paid, he will stay on .... do we wan really to lose a perm sec to election and let him be corrupted by the moral blackhole....

the idea is that we wan our most capable people Permanently there ... so that Perm Sec should be Permanently in govt... and not come and go like ministers

They followed both the British and Oz model where Head of Departments (Ministry) were paid much higher than Ministers. These countries did it to prevent brain drain from the civil service. Since then Singapore has outstripped all countries on a civil service to civil service comparison. We have the world,s highest paid senior police and army officers, teachers, engineers, and anything from Div 1 and above.

I do not mind our Ministers paid multi million dollar salaries since they want to run Singapore like a corporation. I have problems when they run it like cheap investment banks like Lehman Brothers or AIG which really mortgages the future of everyone for the gains of a few crooked men. That is called multi-level marketing today but is more familiarly known as pyramid scheme. As stakeholders as well as servants to the tax-payer shareholders of this corporation state, bad performance is requires punitive pay cut measures eating into bonuses and even salary cuts - the total package cut. Do not cut the salary by 1% and boost the bonus by 50%. Bonus is given due to good performance. High Gini index and poor public infrastructure investment and maintenance leading to health and traffic delay generated economic losses is considered bad performance requiring serious pay cuts. The best way is for bonuses to be withheld over 3 years earned inflation adjusted interest, which can be slashed if performance sucks due to bad policies. If PAP has the balls to claim great sacrifice from private sector and they are the best and they want to be remunerated for their abilities, they need to have the balls to prove they can take it when they fuck up. Mind you, it is currently 6 years of easy money. You hardly have much chances of getting fired. YOG over budget with the kind of bravado talk in the private sector in a proper corporation will see you fired.

Very interesting and appropriate analogy. In a corporation, there is a Board of Directors (Parliament?) who approve the plans and budgets and shareholders (Electorate?) who vote on dividends and key appointments. The govt runs on a referendum. They ask for your mandate at the GE and take it as the approval to do anything they like. Nobody else has a further say.
