According to this OMY website article,

The murdered headless Indian woman was a Dependant Pass holder working in a Hairdressing saloon in Serangoon Road.

The article also said she came to spore in Sept this year and hold a Dependant Pass.

I'm just curious, isn't Dependant Pass holders are not allowed to work or they are allowed to work??

Dependant pass holders are allowed to work. The wives of Jap expats obtain employment easily.
