My guess is PAP plant their loyalists within the media outlets to be 'goalkeeper'. The head of current affair ch8 in mediacorps was formerly from PMO. Just recently he asked the drama side to scale back on their propaganda(avoid any explicit mention of PAP)in their drama 'The Journey' due to negative public sentiment against govt as he feared it will backfire against the ruling party.
When the opposition critique government policies, they are already presenting an alternative. It is not the role of the opposition to spell out exactly an alternative ...that's for the government to formulate. If the PAP is not up to the task, they can just resign and let the Opposition take over the role of governing.
There are things that the PAP themselves do not formulate and have no idea.
1. After building flats, they would not know things like appointment arrangements or town council arrears clearance.
2. After building buses and trains, they would not know about EZlink card deposits and handicap railings.
3. After building schools, they would not know how many will sell noodles or rice at school tuckshops.
4. After building hospitals, they would not know if the A&E queue display is analog, digital or LED.
What audacity do they expect these from the opposition.
They only know how to buy defence toys

It's true. Alan Chan Heng Loon was the principal private secretary to the Old Fart (not when he was PM but as SM). And yes, sister is Chan Heng Chee, former ambassador to US. She is divorced from Tay Kheng Soon the architect or better known as the brother of Tay Eng Soon, former Minister for Education. They have another brother called Chan Heng Wing who was a press secretary I believe to the Old Fart when he was PM.
