Malaysia's Maharaja Lela (Gowind)-class littoral combat ship (LCS) programme is facing a cost overrun of about MYR1.4 billion (USD340 million), and the project will be delayed by several more years.
The matter was revealed by Malaysia's Minister of Defence, Mohamad bin Sabu, in a reply to questions from parliament on 29 October. "The first ship is now delayed by 34 months, and this is a very long time", said Mohamad, in a transcript of parliamentary proceedings retrieved from the Malaysian Hansard.
According to the minister, the LCS contract with Malaysia's Boustead Naval Shipyard (BNS) came into force on 3 October 2013, and is effective until October 2023 with a stipulated spending limit of MYR9.1286 billion for all six ships.
However, as of 30 September 2019, the contract is only 55.7% complete, when it should be 78% complete, said Mohamad. "[BNS] has informed us that there will be a delay in the physical delivery of all six ships, and there are also additional costs of MYR1.4 billion," he added.
"This is the problem we are facing, if we were to terminate this project. We have already paid MYR6 billion. If we want this to continue, we will have to allocate more funds," said the minister, who assumed the defence portfolio in May 2018 after the previous government was defeated in shock election results.
"There are lots of problems faced in this project and if these were to be discussed in detail, there might be a loss in confidence in the capabilities of our local companies in Malaysia," said Mohamad.

I thought rmn bought their littoral combat ships from china. Why are they building it locally?

KUALA LUMPUR: The government’s decision to build four Littoral Mission Ships (LMS) of the Royal Malaysian Navy (RMN) in China does not bring any negative effects in terms of technology and knowledge transfer as well as Malaysia’s dependence on China, the Defence Ministry said today.

In a statement, it said the original plan was to build two units of LMS in China and two more in Malaysia, but after considering the country’s current financial situation, the government had in October 2018 agreed to build all four vessels in China.




“Following that, China agreed to implement programmes on transfer of technology and knowledge to Malaysia through Boustead Naval Shipyard Sdn Bhd (BNS) and the identified vendor companies, including in areas of maintenance, repairs and overhaul, and logistics support.

“Although LMS may be built in China, Malaysia will not lose high skills jobs because BNS will ensure that such expertise remains with BNS.

“If necessary, these highly skilled workers can deepen their knowledge through technology transfer and job placement,” the statement said.

It said this method would ensure that Malaysia benefits in terms of career development in fields that require high expertise.

“This will support RMN’s needs in the maintenance and repair of strategic national assets and at the same time reduce our dependence on foreign countries.

“It should be stressed that the procurement contract signed is between the Malaysian government and BNS. Furthermore, BNS still gets opportunities and benefits through a project to build littoral combat ships which is being undertaken in Lumut,” the statement added.

The contract on the procurement of four LMS between the Malaysian government and BNS was signed on March 23, 2017.

I wonder if they are able to maintain the ships even if it is eventually completed. There is a reason why Malaysia is still backwards.

Its a chinese built ships. It will most likely break down on the first day of service.
 
I don’t think Malaysia needs any warships. Just look at Sinkieland. Got ships but no lumpar to use.

Malaysia should acquire at least a helicopter aircraft carrier. LCS have not much of a deterrent effect. :biggrin:
