MRT breakdowns add a bit of spice to Singapore’s otherwise monotonous lifestyle. If too few people are buying cars, occasional MRT breakdowns might help drive up COE bidding. Sometimes the government has no choice but to intervene in car population levels in more subtle ways, especially since there’s only one ACS in Singapore, and its alumni are by far the most ardent supporters of the COE system.
