He should stop 1 foot from the pavement. Not even the most skillful PMD or cyclist can pass through.

Rule of thumb ... NEVER overtake from the left, no matter how slow the car is. Especially in Autobahn. They have a strict rule that no one is allowed to overtake from a slower lane.
