Most "Tiko" and "Desperate" Races of People In This World

Considering each different country's social environment and cultural settings, which Race in this world do you guys think
to be the most "Tiko" and "Desperate" such that they will go to the extend of committing all sort of crimes for the sake of it.

IMHO, the following Races of people definitely set a top record on the chart

1) Keklings (aka Shit skin)
2) Jipunese
3) Yankies
4) Ruskies

But historically speaking all the successful nations started their tech in copying...even Steve and apple..
- Japan and its 70s
- Taiwan and the 90s
- Korea and the 2000s
- China and the present

Each one of them went off on a tangent to be a success on their own rights.

Unfortunately Singapore was too good/proud to copy and tried hard to innovate. So it got left behind and did not learn.
