SINGAPORE – A 43-year-old pizza deliveryman got acquainted with a 15-year-old student towards the end of 2017.
However, instead of becoming a role model for the youth, Mohmmad Fazalan Ahmad, who is now 46, introduced the teenager to drugs and invited him over to his house twice a week so they could smoke methamphetamine together.
On one such occasion in February 2018, Fazalan told the student, who is now 17, to lie on the floor. Fazalan then proceeded to unzip the young man’s pants and sexually assaulted him. He stopped only when he thought he thought he heard his family entering the house.
On Thursday (Jan 23), Fazalan pleaded guilty to two drug-related charges and one sexual assault charge. For the drug offences, he was sentenced to eight years’ jail and six strokes of the cane. For sexual assault, he was jailed for 20 months.
Four other charges were taken into consideration for sentencing.
Fazalan’s abuse of the young man came to light only after he was arrested for separate drug-related charges early in 2018.
According to court documents, a police officer had lodged a report on April 21 that year after a Central Narcotics Bureau (CNB) officer had referred a case of suspected sexual assault involving Fazalan to him.
Fazalan was arrested on April 6 at a service road near Blk 106A Canberra Street at about 5am.
A search by the police found that Fazalan had on him an assortment of tools that were meant for drug consumption, as well as two packs of crystalline and granular substances. He was handed over to the CNB for further investigation.
Analysis by the Health Sciences Authority revealed that both packs contained methamphetamine. Urine tests also showed that Fazalan had been consuming the drug, a fact which he admitted to.
In pleading for a lighter sentence Mr Henry Lim, a lawyer assigned to Fazalan under the Criminal Legal Aid Scheme, said that his client had led a life of “wrack and ruin”.
“He is now 46 and wants to change,” he said. “He is determined to stay away from drugs as it is the cause of his misery.”

According to court documents, Fazalan had been jailed on multiple occasions in the past for drug-related offences.
For the possession of a methamphetamine, Fazalan could have been jailed up to 10 years, or fined up to S$20,000 or both.
He could also have been sentenced up to 13 years’ jail and 12 strokes of the cane for the consumption of the drug.
For sexually assaulting the young man, he could have been jailed up to 10 years, or fined or both.
