Singapore and China signed 27 memorandums of understanding and agreements to boost cooperation across financial and capital-markets connectivity, food security, and other key sectors, according to a statement by the Singapore Prime Minister’s Office.

The deals were signed during the 21st Joint Council for Bilateral Cooperation in Chongqing on Monday, which was co-chaired by Singapore Deputy Prime Minister Gan Kim Yong and Chinese Vice Premier Ding Xuexiang.

China’s economic slowdown deepened in November with consumption, investment and industrial output growth falling short of expectations, as authorities sought to curb supply while struggling to revive demand and arrest the property sector decline.

Retail sales rose 1.3% last month from a year earlier, sharply missing Reuters’ median forecast for a 2.8% growth, and slowing from 2.9% rise in the prior month.


Industrial production climbed 4.8% in November from a year ago, missing expectations for a 5% jump and marking its weakest growth since August 2024.

Investment in fixed assets, which includes property, contracted 2.6% over the January through November period compared with a year earlier, sharper than the 2.3% drop estimated by economists.

That decline deepened from the 1.7% in the January to October period, and was the sharpest slump seen since the pandemic outbreak in 2020, according to data from Wind Information going back to 1992.
 
“The contraction of fixed asset investment and the drop in property prices in recent months have been transmitted to the consumer sentiment,” Zhiwei Zhang, president and chief economist at Pinpoint asset management, said in a note following the data, expecting more supportive fiscal and monetary stimulus measures in the first quarter next year.

Investment in real estate dropped 15.9% in the first 11 months this year, steeper than the 10.3% drop seen in the January to Octoberperiod, as the property slump drags on.




In another sign that the sector downturn is still searching for a bottom, the declines in home prices across 70 major cities steepened in November. New home prices fell 1.2% in tier-1 cities including Beijing, Guangzhou and Shenzhen while resale home prices dropped 5.8% from a year earlier.

Meanwhile, economists at Golman Sachs in a preview last week pointed to the falling auto sales as a major drag on overall retail sales, coupled with the “negative distortion” effect from the earlier-than-usual start of the Singles-Day online shopping festival that pulled forward demand from November to October.

Data from China Automobile Dealers Association showed auto retail sales by volume in November declined for the first time in three years, dropping 8.1% from a year earlier to 2.23 million cars, as many local governments paused the trade-in subsidies.

Several online shopping sites extended their promotional period in a bid to jolt consumer spending, running from the first half of October through to Nov. 11, making it the longest Singles’ Day sales period ever. But still, sales performance disappointed as consumers tightened their purse strings, with gross merchandise volume growing just 12%, compared to 20% growth last year, according to data from Syntun.

SINGAPORE, Dec 15 (Reuters) - DBS Bank was appointed as the second renminbi (RMB) clearing bank in Singapore, one of 27 agreements signed during an annual bilateral meeting held in southwest China's Chongqing on Monday.

The ‌Singapore branch of the Industrial and Commercial Bank of China (ICBC) was appointed as the first clearing ‌bank for RMB in Singapore by the People's Bank of China in 2013.


The Monetary Authority of Singapore, the city state's central bank, said in a statement on Monday that the appointment of DBS as an RMB clearing bank will "support ⁠further growth of the offshore ‌RMB market in Singapore, and facilitate the use of RMB for trade, investment and other economic activities in line with ‍regional needs".

DBS, Southeast Asia's largest lender by assets, said that its appointment will allow it to deliver more comprehensive and competitive RMB solutions as clients seek to diversify their currency risks.

In a separate agreement, the Singapore branches of ICBC and Bank ‌of China will launch a pilot programme to allow travellers from Singapore to open and top up digital RMB wallets for merchant payments in China by year-end.


Both countries also agreed to commence an "over-the-counter" bond market arrangement.

"The arrangement enables designated banks in Singapore to provide institutional investors with access to selected fixed income ⁠products on the China Interbank Bond Market," MAS said.

A senior DBS executive said in August that the lender has observed growing interest from Chinese exporters to settle trades in RMB, particularly with counterparts in Latin America ‍and the Middle ⁠East.

The agreements come amid a greater push from China to promote cross-border RMB settlement and other financial services.

In April, PBOC-controlled financial services firm China ⁠UnionPay strengthened its payment network in Vietnam and Cambodia, while the central bank announced steps ‌to promote cross-border yuan settlement and other financial services.

When National Basketball Association veteran Jason Collins married his long-term partner Brunson Green in May, having to divert his honeymoon to Singapore six months later for an experimental treatment for stage 4 brain cancerwas not on his bingo card.

The 2.13 metre (7 feet) former centre, 47, and Green, a film producer, found themselves spending Thanksgiving in the city state last month, far from their extended family, as Collin underwent his first doses of EDV (EnGeneIC Dream Vector) in his battle against the most aggressive form of brain cancer.

Last Thursday, Collins, the first openly gay man to play in a major US professional sports league, announced that he was diagnosed with stage 4 glioblastoma multiforme (GBM) on August 30 and was pursuing an innovative treatment in a clinic in Singapore, where he got approval under compassionate reasons “within 48 hours”.

Had he done nothing about his cancer, doctors told Collins, who played 13 seasons in the NBA, that he would have been dead in six weeks to three months.

Indian tourists from India are among the biggest spenders on luxury goods in Singapore, helping the city-state's high-end product retailers defy a global downtrend in spending on premium products, a top business association here said on Monday.

Indian tourists spent SGD 812.17 million in Singapore in the first half of 2025, a rise of 4.40 per cent over the same period last year, according to Singapore Tourism Board (STB) statistics.

"Indian travellers continue to be one of the island's most commercially significant markets, and they are among the tourists helping to lift luxury spending in Singapore," Orchard Road Business Association (ORBA) Chairman Mark Shaw said.

Bullet-hit Hadi airlifted to Singapore

The air ambulance, equipped with all emergency facilities for a critical patient, departed Hazrat Shahjalal International Airport carrying bullet-hit Dhaka-8 aspiring independent candidate Sharif Osman Hadi to Singapore for advanced treatment on Monday.

The ambulance, operated by Aspro Aviation, took off from the airport at 1:55pm, said SM Ragib Samad, executive director of the airport.

Earlier, the ambulance landed at 11:22am.

Meanwhile, an ambulance carrying Hadi arrived at the airport from the Evercare Hospital in the Bashundhara area.

The decision to send Hadi abroad for treatment was taken on Sunday.

The press wing of the chief adviser’s office said that necessary preparations, including the medical air ambulance, a team of doctors, and travel arrangements, had been completed.

Arrangements for his treatment at the Accident and Emergency Department of Singapore General Hospital have also been made. It was also stated that the government will bear all medical expenses for Hadi’s treatment.

The chief adviser has instructed authorities concerned to monitor his treatment process around the clock, seeking prayers from the nation for Hadi’s speedy recovery.

Over the past two days, the government contacted several hospitals in Singapore, Thailand and Malaysia to arrange for Hadi’s advanced treatment.

According to Dr Md Sayedur Rahman, special assistant to the chief adviser on health matters, Hadi’s current condition remains stable and unchanged.

Hadi, spokesman of the Inquilab Mancho, was attacked on Friday in the Bijoynagar Box Culvert area of Dhaka while traveling in a rickshaw.

[SINGAPORE] While Singapore and China have different priorities and interests, the two countries continue to find areas of common interest and create opportunities for investors and businesses, Deputy Prime Minister Gan Kim Yong said on Monday (Dec 15).

This includes exploring new areas for collaboration via three existing government-to-government projects: the Suzhou Industrial Park (SIP), Tianjin Eco-City and Chongqing Connectivity Initiative (CCI).

Such projects “provide opportunities for many of our businesses to expand their investments to China”, said DPM Gan, in a hybrid-format wrap-up panel interview with Singapore media.

Earlier that day, Singapore and China held joint steering council meetings for the three projects. This followed talks for the 21st Joint Council for Bilateral Cooperation (JCBC), which DPM Gan co-chaired alongside his Chinese counterpart, Vice-Premier Ding Xuexiang, as well as a bilateral meeting.

Discussions covered ways to extend the CCI’s strengths of connectivity and services to areas such as green growth, digital transformation and supply-chain resilience, said DPM Gan.

Both sides also discussed extending the CCI to new markets such as central Asia, and having new business, trade and logistics flows, he added.


While the 27 agreements and memorandums of understanding (MOUs) struck at this year’s JCBC marked a record, the collaboration is measured by quality rather than quantity, said DPM Gan.

The deals go beyond economics – covering people-to-people exchanges, cultural exchange, education and sports – and are “truly reflective” of Singapore’s “all-round high-quality future-oriented partnership”, he added.
 

From finance to food​

DPM Gan noted the financial connectivity initiatives – from a secondary listing framework to a pilot for a Chinese yuan e-wallet for Singaporeans – in which “investors would be interested”.

These initiatives will deepen financial connectivity between Singapore and China, boost Singapore’s status as a financial hub and support our growth in trade, investment and people-to-people engagements,” he said.

In education, he highlighted university partnerships in areas such as advanced manufacturing, life sciences and health, and artificial intelligence, in line with Singapore’s Research, Innovation and Enterprise 2030 priorities.

Four other ministers were on the interview panel: Minister for Digital Development and Information Josephine Teo; Minister for Manpower Tan See Leng; Senior Minister of State for Sustainability and the Environment Zaqy Mohamad; and Senior Minister of State for Culture, Community and Youth Low Yen Ling.

They each provided details of agreements and MOUs exchanged on Monday.

For instance, Teo highlighted the achievements of the CCI-New International Land-Sea Trade Corridor, a strategic trade corridor linking western China with South-east Asia and the rest of the world.

It is now being extended to central Asia, and gaining a digital component. Noting the CCI’s flexibility, she said this enables both sides “to explore other emerging areas that turn out to be fruitful”.

She also gave an update on the Joint Innovation Development Fund, which has funded 17 joint projects since its 2019 launch.

The fund will grow to 100 million yuan (S$18.3 million) from 40 million yuan now; it will also cover new areas such as green projects and support joint projects in locations beyond Singapore and Chongqing.

Dr Tan, who is also minister-in-charge of energy and science and technology, named energy as an area of continued cooperation, including exploring marine energy and China’s participation in the Asean Power Grid.

Both countries will also work together in science, technology and innovation, specifically in the key areas of health, clean energy, water and the environment.

Both sides will extend support for projects under grant calls in areas such as pandemic preparedness and ageing, as well as expand co-innovation programmes for green development cooperation.

Meanwhile, Zaqy noted that food exports from China to Singapore grew by about 36 per cent to S$1.5 billion in 2024, from S$1.1 billion in 2022.

Singapore’s agriculture exports to China have also gone up, to S$1.9 billion in 2024 from S$1.4 billion in 2022.

Highlighting agreements that would facilitate the export of processed meat products, Zaqy said: “There’s certainly mutual interest for us to expand market access, not just from China to Singapore, as a hub, (but also) for Singapore food manufacturers to expand to China and gain market access to various cities and provinces.”

In sports, Low noted an agreement for direct links between both countries’ sports associations, to exchange best practices in training, coaching and development.

DPM Gan noted that Singapore and China’s partnership is built on 35 years of trust and understanding, going beyond personal relationships between leaders.

“I think it’s this whole journey of working together, growing together, developing together, building trust and understanding with each other, generation after generation, that has culminated in today’s collaboration,” he said.

CHONGQING – Singapore and China announced a record 27 deals after top-level talks on Dec 15, including a pilot scheme to let Singaporean tourists use digital renminbi in China.

The new deliverables, spanning sectors from health and food to the digital economy, come as both countries call for deeper and broader ties amid geopolitical uncertainties, rapid technological changes and economic headwinds.

Against this backdrop, “it is therefore all the more important for Singapore and China to continue to find ways to cooperate, anticipating challenges and capitalising on new opportunities,” said Deputy Prime Minister Gan Kim Yong, speaking at the Joint Council for Bilateral Cooperation (JCBC), the apex bilateral platform.
 
Chinese Vice-Premier Ding Xuexiang, who is Mr Gan’s co-chair for the JCBC, said in his opening remarks that despite rising global unilateralism, the relationship between China and Singapore had grown steadily, with cooperation yielding fruitful results.

He noted that trade between the two countries in the first 11 months of 2025 grew 8.8 per cent from a year earlier, while the number of flights between Singapore and China has also exceeded pre-Covid-19 levels.

The annual JCBC and related meetings are being held 2025 in the south-western Chinese city of Chongqing to mark the 10th anniversary of the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity (CCI). It is a bilateral collaboration platform aimed at strengthening connectivity between western China and South-east Asia.

Five of the documents set out plans for the CCI’s next decade, extending cooperation to new areas such as healthcare, education, green finance and digital trade, while building on its four initial areas of collaboration – financial services, aviation, transport and logistics, and information and communications technology.

Under one of the agreements announced, DBS Bankwas named Singapore’s second renminbi clearing bank, after the Singapore branch of the Industrial and Commercial Bank of China (ICBC).

DBS Bank China chief executive Ginger Cheng told The Straits Times that being part of the CCI has helped the bank expand its share of China’s offshore bond market, including issuing the first offshore renminbi bond under the initiative.

DBS used CCI’s cross-border investment channels to lead or participate in 44 offshore bank issuances totalling 57.3 billion yuan (S$10.48 billion), involving clients from Chongqing and neighbouring provinces such as Sichuan, Hubei and Shaanxi, she said.

Another agreement will allow Singapore travellers to China to use digital renminbi for purchases under a pilot programme.

Starting in December, the Singapore branches of the ICBC and the Bank of China will roll out the pilot in phases, enabling customers to open and top up digital renminbi wallets.

Digital renminbi payments can be made in China without internet, as long as users have phones equipped with near-field communication technology. China is one of the top destinations for Singapore travellers.

Other agreements include a protocol between Singapore’s Ministry of Sustainability and the Environment and China’s General Administration of Customs to facilitate the export of processed meat from Singapore manufacturers to China.

Not in Indian cities for sure. But it turns out living in the world’s most expensive country for cars has one upside. It is a perfect Convertible country.


Singapore has no dust. Singapore is cleaner than your surgeon’s scalpel (before the operation, of course). And Singapore is safe.

At this point, you cite the heat, but unless you are driving in the middle of the day, the tropical sea breeze of the morning, evening and night is a perfect foil for that convertible soundtrack. Cue Lucky Ali right now,

MY PERFECT CONVERTIBLE?

The question then becomes what the right convertible is? I gave this much thought and I came to a few qualifying criteria.

1) It had to seat 4 properly, as something of the middle-class Indian in me cannot accept paying top dollar for a two seater. I have tried to overcome my mindset but years of childhood memories of my family cramming into a small Maruti 800 mean I just don't like cramped cars.

So this criterion excluded pretty much everything in the market, including some cars that purport to be proper 4 seaters.

2) It had to have a hard top. So it could just be a normal car when I wanted or when it rains (which does happen reasonably often without warning in the tropics). I have owned a convertible with a soft top briefly (a 2005 630i convertible) and what I'll say is that soft tops typically massively compromise rear and side visibility when up. Also, I want to have the ability to take the car into Malaysia, and not worry about someone ripping the top to get at my stuff.

Well, these two criteria sound simple. But once their powers combined, much like Captain Planet, there was only one conclusion.

JOHOR BAHRU, Dec 15 — The Ministry of Home Affairs (KDN) is upgrading immigration systems at the Sultan Iskandar Building and Sultan Abu Bakar Complex checkpoints to ease the passage of Malaysia-Singapore travellers, particularly during peak hours.



In a Facebook statement today, KDN said the focus is on immediate and mid-term improvements to infrastructure, automation and digital immigration systems.

“An additional 40 NIISe eGates and 145 MyNIISe QR Code scanners will be installed across motorcycle, vehicle and pedestrian lanes by December 31 this year. This is expected to double the processing capacity at both entry points,” the statement read.



The ministry also reported that it is accelerating upgrades to the MyIMMs and NIISe systems to improve their stability, responsiveness and capacity.



Concurrently, it is working with telecommunications companies to boost internet connectivity at critical locations, to ensure the eGates and scanners are not disrupted during peak periods.



“KDN is also integrating the MyNIISe and MyBorderPass systems to create a more seamless flow, for both local and foreign travellers to pass through immigration checks more quickly,” the statement added.

To ensure effective implementation, KDN announced that a Special Task Force has been established to monitor the upgrade work weekly until all systems are fully operational by the end of December.

“KDN also encourages Malaysian citizens to download the MyNIISe application and use the automated eGate lanes, to speed up immigration clearance and help optimise traffic flow at the entry points.

“All these ongoing enhancements are part of the Madani Government’s commitment to building a more modern, efficient and user-friendly immigration system, grounded in the principles of compassion and prioritising the people’s well-being,” it concluded. — Bernama
