“作为这些努力（努力解决强征劳工问题）的一部分，我国政府曾提出我们的设想， 我们期待日方能够共同努力，以该方案为基础，制定更好的解决办法。” 据韩联社19日报道，日本外相河野太郎当天上午召见韩国驻日大使南官杓，抗议韩方在二战劳工对日索赔判决问题上不回应日方做出的诉诸第三国仲裁提议一事。在会谈中，南官杓发表了上述言论。
