The higher cost helps to discourage losers from pro-creating. We want to increase the overall quality of our gene pool.

Kids who can't afford childcare tend to lag behind those who can, and they usually end up in the Normal Technical stream, where majority of them grow up to be low income earners. With lower income, they would be discouraged from procreating, and this helps us to naturally phase these inferior stock out.

This works regardless of race. Even the darker skin race, which tends to fornicate more often, are producing less kids. Majullah PAP!

I disagree 'elites' produced substandard kids with cancers and albinos. They should encourage better peasants stocks to produce more.
