MOE Scholar's Caning not included in MOE records

FIRST, the Ministry of Education (MOE) said its ex-scholar's teenage peeping tom offence was not included in his testimonials, and thus the Ministry was none the wiser when he was awarded its overseas scholarship.

Now it has emerged that Jonathan Wong's offence was also omitted from the MOE's disciplinary tracking system, set up in 1995.

Wong, 23, was caught in England a fortnight ago for downloading child pornography.

Eight years ago, Wong had been publicly caned in the then Chinese High School for peeping in a primary school girl's toilet.

So why wasn't that offence keyed into the system?

The MOE spokesman said that up to 2005, it was not compulsory for primary and secondary schools to disclose their discipline records.

Wong's peeping tom offence and subsequent caning were in 2002.

The behaviour tracking system is used by schools as a management tool for them to improve their schools' general discipline.

The MOE said last week that Wong's teachers from secondary school and junior college "did not include" the caning incident in his testimonials, because they "thought that Wong had overcome this errant behaviour after professional help".

Do we know what kind of crimes the foreign workers have committed in their home countries? Some of the foreign workers might have committed grave crimes when they were younger and in their own countries. Does the govt know when it issues them with worker's permits and passes?

True. Punish the family members for bond breakers, how about our overseas students bond breakers, what can the govt do?

Not only are our students punished their parents are also punished for a single offence. Heard many foreign recruited nurses just break their bond and balek kampong no need to pay.

Depends what you mean by bond breaker. Some bond breakers break their bonds with the permission of the scholarship issuer if they can prove that they cannot find employment within their industry.

Wait a minute. He was in Chinese High and what the fuck was he doing in the Primary School? Initially, I thought the peeping took place within Chinese High itself and hence the school decided not to make it big and discipline him internally.

If now there is a Primary School involved, you tell me MOE is not aware of this? I do not believe Chinese High can just tell the Primary school to shut the fuck up as they are taking it internally. This is crap.

It is because he had been let off too easily and not a single skirmish on his record that allowed him to disgrace himself, his family and his country. I really hope his family know some good plastic surgeon in Singapore. His arse hole will require serious work after he is released from the UK prison.

I heard of a story about a Thai-construction worker who came here to work a few years ago and committed a few break-ins here but was never caught, back home he had been in and out of jail many times for robbery and theft. He left because his contract ended.

And his case is not rare.

I am not worried if the bad foreign workers go away. I would be afraid if they continue to stay and work in SG and the pap has no clue...that's more problematic

Is there really such thingy as 'quality control' in the books of the MIWs when the positive impact is for them and negative on the lesser mortals?......and jeopardise their bonus which is based strictly and squarely on GDP growth only ?

Screening and stopping foreign workers is like stopping their getting 18 months of bonus !
