Look this was way back in the early 70s. Families were increasingly having 4 to 6 kids as the mindset back than was that of a squatter.. the more kids, the more hands to help around the village. Are u sure or not? How many immigrants actually are stupid enough to buy a pigeon hole here? U can see many examples of 4 or 5 of them renting one flat. Or one family stay in one room, and shared by other families. That is why the last few years, HDB had thousands of unsold flats. They predicted the new FTs will buy them when they come, but these people are not that stupid.
