NEW DELHI - Three Indian politicians from a morally conservative party, including a women's affairs minister, resigned on Wednesday after being caught watching pornography on a mobile phone during a session of state parliament.

News channels broadcast footage showing Karnataka state Minister for Cooperation Laxman Savadi sharing a porn clip with his colleague C.C. Patil, the minister for women and child development, while sitting in the state assembly.

The owner of the phone, state Minister for Ports, Science and Technology Krishna Palemar, also quit.

"We are requesting the honorable Speaker of the House to conduct an inquiry and we'll come out with a clean chit," Patil said, denying that they were deliberately looking at porn.

The three men said they did not want to cause any embarrassment for their party, the Hindu nationalist Bharatiya Janata Party (BJP), which rules the state and is in opposition at a national level.

There has been outrage over the incident not just from rights activists and right-wing Hindu groups in conservative India, but also from the riling Congress party which called for the assembly to be dissolved.

"We live in a country where there already is this social mindset that women are disposable commodities and are seen as transferable properties," Renuka Chowdhary, a former federal minister for women's development and a member of the Congress Party.

"It really is troubling that the people who are in positions of power and have the responsibility to change things actually have the same mindset and are busy watching porn," she told the CNN-IBN news channel.

Girls and women in largely patriarchal India face a barrage of threats including rape, dowry-related murder, forced marriage, domestic violence, honor killings and human trafficking.

The Women’s Charter (1996) Amendment Bill came into force on 1 May 97. It gives greater protection to women and children and aims to keep the family unit intact wherever possible.

Major amendments to the Act include:

•Issue of protection order on the balance of probabilities to make it less difficult for a complainant to secure protection
•Order for a perpetrator/victim or both, or their children to attend mandatory counseling by such body as the Minister may approve or as directed by the court; and

While the furore over minister Savadi's interest in pornographic videos in the Assembly continued to rock Karnataka, the people of Athani constituency were virtually left in the dark about it as newspapers did not reach them Wednesday morning and power cuts made it impossible for them to view television either.

To make doubly sure that the minister's image remained untarnished in the constituency, the local television cable network too was suspended.

All newspapers brought to Athani from Hubli were allegedly seized by his supporters in Gokak Wednesday morning, forcing the vehicles to reach the town sans their usual bundles.

"Mr Savadi is a popular figure in Athani. His supporters are making sure that the present scandal does not reach the people by arranging to stop the supply of newspapers in the town and blanking out their television sets,'' said sources.

Chief of the NGO Vimochana, B L Patil, revealed power supply was cut off in Athani town for five hours from 7 pm onwards on Tuesday, making it impossible for people to watch television.

"I wanted to know what Mr Savadi had done in the Assembly, but when the power supply resumed, arrangements were made to suspend the local cable network. And when I woke up this morning, I was shocked to know that not a single newspaper was available in Athani town, " he said.

Meanwhile a mammoth rally was taken out by supporters of the Congress and JDS , who had given a call for an Athani bandh on Wednesday, condeming Mr Savadi's behaviour in the Assembly. The agitators also staged a two-hour dharna in front of the tahsildar's office. Most business establishments downed their shutters and vehicles stayed off the roads.

Former MLA of Athani, Shahjahan Dongargaon of the Congress, who led the agitation against the minister, demanded his immediate suspension, saying he had shamed the people of the constituency by his behaviour.
