It depends upon the reason for emigration. To retire, I'd choose a laid back environment.

However, if I wanted to make money, Singapore would be my first choice by a country mile. The environment is invigorating and exciting and there are opportunities and options galore thanks to the excellent management of the economy by the PAP.
 
It is rational not to migrate to hot places which had high temperature like the Sahoro desert.:o
