Why noisy workshop next to home for mentally ill?

EARLY Sunday morning, I decided to take a walk around the Institute Of Mental Health compound in Buangkok Green. The environment was peaceful and tranquil.
I continued my walk towards the Surya Home. Near the nursing home for the mentally ill elderly were a steel fabrication workshop and a huge facility for storing granite tiles. The peaceful and quiet environment was broken by the sound of a diesel generator operating from the steel workshop, less than 50m away from the home.
Could the relevant authorities comment on why such a workshop is allowed at such close proximity to the hospital and home?
