Many Permanent Residence of Singapore without Permanent Address in Singapore

I see many Singapore PR here without Permanent address in Singapore.

They are travelling back and from Malaysia daily and coming to Singapore to work but they are given Singapore Permanent Residence even though they have no permanent address in Singapore.

can citizens file legal case against government for giving out PR illegally to Malaysians?

I have permanent address in singapore

But do not have permanent residence, so how come??? Sue the gahment???

for legal reasons like IRS income tax. police case and government letter they must have an address in Singapore.
Why is PAP so lax these days?
