A radio programme attracted a number of PR callers, especially Malaysians, criticising Goh’s suggestion. Asked whether they would choose Singapore citizenship over PR, many Malaysians said ‘no’.

Last December, I wrote in this column that rising anti-immigrants sentiments were stirring concern among Malaysians who have settled in Singapore for years. They feared being caught in the crossfire between an angry public and a government bent on taking in a large number of foreigners for economic growth.

Now nine months later, this worry may soon take shape as the government ponders over possible measures to control the number of permanent residents (PRs). Senior Minister Goh Chok Tong gave an inkling of government intention recently when he said that, “Moving forward, we are going to approach some (PRs) to take up Singapore citizenship. If they don’t, then their PR (status) will not be renewed.”

“We now have quite a few PRs, 500,000 in Singapore, so hopefully maybe, 50,000 can be selected to become Singapore citizens, the rest can be PRs, contributing to Singapore’s economy,” he added.

Goh gave no details of the precise number or the selection criteria but it caused unease among PRs who had been living here for years without becoming Singaporeans. One expat posted this alarming headline: “Singapore to expel 10 per cent of Permanent Residents”.

Many commentators in the ExpatSingapore website strongly criticised the idea of pressurised conversion, saying it would only drive people away. A few foreigners were more circumspective of the city’s realities.

Earthfriendly explained them this way: “The government understands that Singapore needs foreign talent but the citizenry does not. It allows huge influx, while Singaporeans feel squeezed and treated like second class citizens by their own government. To pacify the general public, they are coming up with such drastic measures.”

The most worried PRs are Malaysians, who formed the largest group and had links dating back to 1965, longer than most others, most of whom came only in the past five years.

Estimated at several hundred thousand, many Malaysians have families and properties or businesses here. They have permeated into almost every sphere of life in Singapore, having played a large role in the city’s development all these years.

Some 10,000 are believed to be holding top positions in government from ministers downwards and also in the private sector. An estimated 20% political grassroots are PRs.

In the face of strong expat reactions, the senior minister subsequently downplayed the severity of the move.

A statement by his press secretary explained that Goh was “making a general observation” and no one would be forced to take up citizenship here.

“The figure of 10 per cent which SM gave was only for illustrative purposes. It is not a target, nor is it the case that all PRs who turned down the offer of Singapore citizenship would not have their PR status renewed,” it said.

So how will it affect Malaysian and other PRs?

Observers believe that the authorities – in the face of an approaching general election – are serious about taking restrictive measures to placate widespread public unhappiness.

A government poll found that despite assurances, two out of three Singaporeans are concerned about impact of importing so many foreigners. However, some analysts believe that any controls will aim at discouraging capable foreigners from coming, let alone expelling them.

The fundamental is that this low-birth society continues to need imported manpower. The complaint is on excessive intake that threatens Singaporeans’ livelihood.

The vast majority of PRs will likely carry on unaffected, especially those who have families and business links.

The official Channel News Asia described it as a government initiative at assimilation. Quoting observers, it said the likely targets may be those who had been here for three to five years and had enjoyed the benefits of their PR status.

Goh’s move could follow another: A readier revocation of permanent residency, which exists on paper but exercised only in cases of criminals and “undesirables.”

His move may be aimed at the PR status mistakenly given to dubious characters like prostitutes, massage girls and thugs.

Some easier targets may be the young well-paid professionals who had bought public housing who may find it harder to say no. Losing PR status will not automatically mean loss of job here or expulsion. They could continue working with a professional visit pass or a work permit.

But the differences may be very stark. Being non-resident would mean losing the right to buy resale public flats and partial subsidies in health, education and other services that a PR and his family members are entitled to.

These are crucial factors living in the world’s 10th most expensive country. The benefit is their children need not serve national service.

A programme aired over the official Radio 958 recently attracted a large number of PR callers, especially Malaysians, criticising Goh’s suggestion. Asked whether they would choose Singapore citizenship over PR, many Malaysians answered no, saying their families were in Malaysia.

One caller said he had come for the money and for the higher living standards, but he would eventually return home. An agitated lady was worried about her assets here, while a Chinese PR complained he had been badly treated in Singapore.

An expatriate said few expatriates would make this small island, rich as it may be, their permanent home. “Besides Singapore is not self-sufficient but depends on the world for everything. Come on, who will give up their citizenship!” he added.

On the other hand, a few well-educated Malaysians recently complained their citizenship applications have surprisingly been turned down. All this shows public sentiments are asserting themselves in Singapore.
 
I await to see who PAP represents.

Citizens or PRs?

If by the next GE this govt does not take concrete steps to listen to what we the citzens want, I personally will lobby my whole extended family to give them a good kick in the butt.

To the PRs, shut up. Don't meddle in our politics. Otherwise go back and meddle in yours. If you want a say in Singapore's politics, be a citizens, else you;re just a leech.

The Malaysian PRs who have been here from day one have nothing to worry. I have checked and found out that GCT's comments were political and meant to assuage Singaporeans into thinking that PAP wants to address the issues of FT.

However a special set of policies have been drawn up to encourage or "influence" (that's in the position paper) Malaysian PRs. This will take the form of more reminders and shorter PR tenure for inconvenience sake. Policies that was introduced in the 90s where no foreigner could hold a position of Dept Head in Govt or GLC which was subsequently removed to accommodate foreigners in high positions will be re-introduced but will be heavily watered down.

As Malaysian PRs hold significant stake in a wide range of businesses including in government, there is no desire to put them offside. To subsequently report that the new approach is successful, they will target Malaysian PRs who have actually moved back or spend more time in Malaysia.These numbers will show a significant reduction.

In the meantime, Malaysian can have peace of mind and continue designing Pinnacles and holding stake in Singapore while buiilding their retirement homes in Malaysia or elsewhere. They also would not have to worry as the state media will continue not to reveal statuts of Malaysians when writing articles or interviewing them.

I might as well address this. Those Malaysians whose citizenship application were rejected are those from minority groups such as Indians and Eurasians. As you know, the Govt has racial quotas from 1965 population racial breakdowns to determine yearly quotas. Unfortunately Malaysian Indians are unable to compete with Indians from elsewhere who come with good education and hold positions with MNCs. The Eurasians are truly fucked as they fall in the others bucket and it is pretty much open slater with angmo and others from interracial background.

Apparently Malaysian Indians have realised this and have moved to the UK and other countries where migrant quotas by race is forbidden. Only nationality quotas are applicable such as in the US but it is for lottery category.

Here is an interesting story and tells how race politics is central to the PAP. 2 good friends and classmates from Penang applied for positions in SIA. Both were successful. The Chinese girl got 3 year PR while the Indian girl with better results got 2 year PR. The Indian girl's boyfriend is a Chinese Lawyer who was pretty mad and raised it to SIA then chairman Pillay.

The most valuable foreigner in the eyes of the PAP and the Perm Sec who runs the highly secret Population Secretariat in PMO's office are new school leavers who are Malaysian Chinese from Chinese medium schools but went on to study in Singapore under the Asean programme and working in Singapore. This is then followed by Malaysian Chinese in general. The next is any other ethnic Chinese from anywhere.

The SMU angmo lecturer who wondered why his citizenship application was turned down obviously has no clue about Singapore and naturally thought it was based on meritocracy. Race is the first criteria. He is not the only one clueless. He is joined by many Singaporeans.

After the quick and effective reminder over the Malik affair, no opposition will use it. It involves race, a bogeyman opportunity for the PAP and a known fear factor for the opposition.

The opposition will debate within the OB markers that has been defined by the PAP. Its an old tactic that is useful. After the Jamit Singh affair with PSA, PAP did 2 things - they use the hopeless accounting standards of the Union to convict Jarmit and ban workers striking in PSA as it was classified as essential services and therefore a national security issue.

One day, housing and economics will be defined as national security issues and the opposition will end up debating about the colours to be used to paint the flower pots along the ECP.

More the GCT talk more secret reveal. Mean PR are about 1 million and 500k are Malaysian.

- "In the 12,000 strong SPF, more than 5,000 are malaysians and many of them hold key appointments".

- "90% of the staff in AETOS are malaysians".

- "PRs outnumber locals in the key posts of the civil service".

Can anybody confirm these statements as true ? :confused:

Actually, I dont mind the Malaysians as they have more in common with us than those from PRC and India. It's the shabby and incompetent way the PAP govt has managed the whole immigration affair without growing the infrastructure and space for them so that they can assimilate seamlessly that the backlash is inevitable.
 
That is the reason why they were chosen. They are no different to us culturally. Sometime in 1985, a study was done and they found that the trend to take Singapore citizenship went into reverse. Prior to 1980, Malaysians who joined the Singapore Civil Service in the 1970s had to complete 10 years in the job before being granted the citizenship.

The Malaysians have since realised that they can have best of both worlds. And they do. Buy land and houses in Malaysia while earning money here.








Actually, I dont mind the Malaysians as they have more in common with us than those from PRC and India. Until 1980, 65% of SPF was staffed by Malaysians. However the remark about Key Apppointment Holders is not true. No Sr Officer ie Inspector and above can be foreigner.

Nearly all auxiliary Police Personnel are Malaysians including AETOS.

PRs do not outnumber locals in key positions in the Civil Service. There are no foreigners in key positions in the civil service. There are some in Stat Board.
