在俄罗斯总理梅德韦杰夫11年来首次访问古巴之际,一位俄罗斯政府高级官员表示,莫斯科正计划与哈瓦那方面在核能领域展开合作,并希望帮助开发古巴的石油和天然气资源。
据今日俄罗斯(RT)报道,俄罗斯政府首脑3日开始对古巴进行为期两天的访问,眼下华盛顿和哈瓦那之间的紧张局势不断升级。
梅德韦杰夫表示,俄罗斯和古巴都承受着来自西方的压力,他抨击美国试图在古巴制造“有毒氛围”并实施“能源封锁”。
“但古巴反抗封锁近60年的经验表明,(美方)这一政策将会失败。”他说。

俄罗斯政府办公室的第一副主任谢尔盖•普里霍季科透露,俄罗斯与古巴在能源领域密切合作,2019年上半年对古巴的石油出口同比增长近4倍。
俄方准备加强努力,减少古巴的进口依赖,提高能源安全。两国能源部长共同签署了一份路线图,让俄罗斯公司参与古巴能源行业发展的计划。
另外,如果古巴政府决定建造核电站,莫斯科也准备帮助古巴发展核能。与此同时,双方还在研究其他使用核能技术的可能途径。
“目前,我们正在广泛讨论所谓的‘和平原子能’在非能源领域的使用。更具体地说,我们正在讨论在医药和农业方面使用核技术的问题。” 普里霍季科说。

为了重振古巴能源行业,俄罗斯计划投资7亿欧元(约合55亿人民币),对古巴三座火电厂的10台发电机组进行全面检修。俄罗斯能源控股公司Inter RAO和古巴国家电力公司Energoimport已经就该项目的路线图达成一致,预计明年将签署合同。
梅德韦杰夫本次访问,是俄方继总统普京2014年访问古巴后,时隔5年对这一加勒比海岛国的最高级别访问。2008年,梅德韦杰夫曾以总统的身份造访过古巴。

On the occasion of Russian Prime Minister Dmitry Medvedev’s first visit to Cuba in 11 years, a senior Russian government official said that Moscow is planning to cooperate with Havana in the field of nuclear energy and hopes to help develop Cuba’s oil and gas resources.

According to today's Russia (RT) report, the head of the Russian government began a two-day visit to Cuba on the 3rd, and the tension between Washington and Havana is constantly escalating.

Medvedev said that both Russia and Cuba are under pressure from the West. He criticized the United States for trying to create a "toxic atmosphere" in Cuba and implementing an "energy blockade."

"But Cuba’s experience of resisting the blockade for nearly 60 years shows that the (US) policy will fail," he said.

On October 3, Havana, Cuba, President of the State Council of Cuba and President of the Council of Ministers Diaz-Carnell (right) and Russian Prime Minister Dmitry Medvedev made a statement to the media after the talks.

Sergei Prikhodko, the first deputy director of the Russian government office, revealed that Russia and Cuba worked closely together in the energy sector, and oil exports to Cuba in the first half of 2019 increased nearly four-fold year-on-year.

The Russian side is prepared to intensify its efforts to reduce Cuba’s import dependence and improve energy security. The two energy ministers jointly signed a road map to allow Russian companies to participate in the development of the Cuban energy industry.

In addition, if the Cuban government decides to build a nuclear power plant, Moscow is also preparing to help Cuba develop nuclear energy. At the same time, the two sides are still studying other possible ways to use nuclear energy technology.

“At the moment, we are discussing extensively the use of the so-called “Peace Atomic Energy” in the non-energy sector. More specifically, we are discussing the use of nuclear technology in medicine and agriculture,” said Prikhodko.

The unfinished Cuban Juragua nuclear power plant, after the collapse of the Soviet Union, terminated economic aid to Cuba, the project announced the cessation of construction.

In order to revitalize the Cuban energy industry, Russia plans to invest 700 million euros (about 5.5 billion yuan) to carry out a comprehensive overhaul of 10 generator sets in three Cuban thermal power plants. Russian energy holding company Inter RAO and Cuban national power company Energoimport have reached an agreement on the road map for the project, which is expected to be signed next year.

Medvedev’s current visit is the highest level visit by the Russian side to the Caribbean island country after President Putin’s visit to Cuba in 2014. In 2008, Medvedev visited Cuba as president.
