After the massacre of Hokkien TOP scholar and 20 plus southern Chinese examiners by Ming emperor Zhu Yuanzhang, he set up separate exams for northern and southern Chinese and by middle of Ming dynasty, there is a quota system set up for northern region Chinese 35%, Middle region Chinese 10%, southern region Chinese 55% aka affirmative policies to ensure all regions of China will have TOP level scholars according to quota and not true meritocracy according to results only.
Prior to the change made by Ming emperor Zhu Yuanzhang, the China imperial exam was truly meritocractic based on same exams same results for whole China. With the change made by Ming emperor means the exams become region based with different exams or different results for different regions. And this affirmative policy system was used since Ming dynasty to Qing dynasty and current China also the same with different region different cut off points for same university aka affirmative policies for SOME chinese.
Who are the SOME chinese that benefited from affirmative policies in the past and present? Northern chinese and middle region aka poorer and less developed region Chinese during Ming dynasty.
