Those invitees are not members. It is their usual policy of calling up all the cream of society to recruit them. Besides, to become a member you need to show up for a few rounds of wangyang at MPS before they deem you committed enough (or alternatively your credentials are so good that they don't want to lose you).

Every 5 yrs or so the cabinet ministers esp the heavy weights will invite the young and successful to such lunch where the agenda is to appraise the invited with regard to suitability for higher office. Surely you do expect gahmen to rely on headhunters to do this job.

Those invited are mostly scholarship holders now in high ranking jobs or, rarely, pple without paper qualification but caught the high profile spotlight such that the force of the day wanted to rope him/her in.

This time round the net will be cast far and wide as they are looking for the next PM when Boy Boy retires in 2-3 GE's down the road. So they hope to catch either a Mississippi or Mekong Giant Catfish!!

Those considered outside the OB will be suggested that the divide is widening and the successful like them should come out to help society/community by volunterring in RC, CCC, etc...
