SINGAPORE: A 33-year-old Malaysian was arrested in July last year under the Internal Security Act (ISA) after investigations revealed that he was supporting the Islamic State in Iraq and Syria (ISIS) militant group.

Mohd Firdaus Kamal Intdzam, who was working as a cleaner in Singapore, had his work pass cancelled and was repatriated to Malaysia after the Internal Security Department (ISD) had completed its investigations against him, the department said in a news release on Tuesday (Feb 9).

ISD had worked closely with the Malaysian Special Branch (MSB) on the investigations and subsequently handed Firdaus over to the branch in August 2020.

A restriction order was also issued to his Singaporean wife, Ruqayyah Ramli, after it was found that she had been radicalised by her husband.

ISD said Firdaus was radicalised after he encountered ISIS propaganda on the Internet while seeking to “deepen his religious knowledge” in 2016.


“Through sustained exposure to pro-ISIS materials, Firdaus was convinced by early 2018 that ISIS was fighting for Islam and that its use of violence to create an Islamic caliphate was justified,” the department said.

“He also regarded ISIS’ self-declared Caliph Abu Bakr al-Baghdadi (deceased) as the true Islamic ruler. Even with the demise of ISIS’ so-called caliphate in Syria and Iraq, Firdaus remained a fervent supporter of ISIS.”

In addition, he “actively posted materials promoting the group and armed jihad on his social media accounts”, as well as made an ISIS flag in March 2020, which he “hung at home to show his loyalty towards the group”.

He also believed that “armed jihad was compulsory for all able-bodied Muslim men”, ISD added.

“He harboured the intention to travel to Syria with his wife to fight alongside ISIS. He aspired to die as a martyr in the battlefield so as to receive divine rewards.
He was also willing to carry out attacks against countries which he deemed to be oppressing Muslims or which he perceived to be munafiq (hypocrite) for aligning themselves with the West.”

There was no indication that he had made specific attack plans or intended to mount any acts of violence in Singapore, investigations showed.

Ruqayyah, a 34-year-old housewife and freelance religious teacher, was also issued a restriction order under the ISA for two years in August last year after it was found that she had been radicalised by her husband.

“Following their marriage in December 2018, Firdaus started to influence Ruqayyah with his pro-ISIS views,” ISD said.

“While Ruqayyah initially had doubts, over time, she began to believe that ISIS’ use of violence against perceived oppressors of Islam, including non-Muslims and Shi’ites, was justified.”

She supported his intentions to join ISIS and take up arms in Syria, ISD added.

“She was willing to accompany him to Syria and intended to bring her two children along. She believed that her role in the conflict zone would be to take care of the family (through cooking and housework), and to assist other wounded ISIS fighters,” the department said.

Investigations revealed no indication that she had attempted to spread her pro-ISIS views to others.

Her Asatizah Recognition Scheme accreditation, which was obtained in September 2017, was also suspended. As part of her restriction order conditions, she is not allowed to conduct religious classes.

She is also undergoing religious counselling to “steer her away from her radical path”, said ISD.

"GRIM REMINDER"

In a statement on Monday, the Islamic Religious Council of Singapore (MUIS) said it was "alarming" that Ruqayyah was a part-time freelance religious teacher.

MUIS confirmed that her religious teacher accreditation has been suspended since Oct 16 last year "once the Ministry of Home Affairs alerted the Asatizah Recognition Board".

"The case ... is a grim reminder that the influence of extremism is still present and dangerous today, especially from online sources," said MUIS.

"MUIS has always maintained that Islam and the Singapore Muslim community firmly rejects and condemn acts of violence in the name of religion," it added.

"We urge family members, friends, students and colleagues to report any individual espousing violent or extremist ideologies to the relevant authorities quickly for timely intervention."

A 33-year-old Malaysian was repatriated to his home country after being arrested and subsequently investigated under Singapore’s Internal Security Act (ISA).
The Ministry of Home Affairs (MHA) in a statement on Tuesday (9 Feb) said that Mohd Firdaus bin Kamal Intdzam’s arrest took place in July last year.
His Work Pass was then cancelled, and he was deported to Malaysia after the Internal Security Department (ISD)’s investigations were concluded.
Mohd Firdaus, who previously worked as a cleaner in Singapore, was handed to the Malaysian Special Branch a month later.
According to the MHA, his path to radicalisation began in 2016 when he “turned to the Internet to deepen his religious knowledge” and, in the process, encountered ISIS propaganda online.
“Through sustained exposure to pro-ISIS materials, Firdaus was convinced by early 2018 that ISIS was fighting for Islam, and that its use of violence to create an Islamic caliphate was justified.
“He also regarded ISIS’s self-declared Caliph Abu Bakr al-Baghdadi (deceased) as the true Islamic ruler,” said MHA.
Even after the collapse of the so-called ISIS “caliphate” in Syria and Iraq, Mohd Firdaus “remained a fervent supporter of ISIS”, the Ministry noted, seeing how he had “actively posted materials promoting ISIS and armed jihad on his social media accounts”.
“He even created an ISIS flag in March 2020, which he hung at home to show his loyalty towards the group,” said MHA.
Mohd Firdaus was reportedly of the view that armed jihad was compulsory for all able-bodied Muslim men, to the extent of being willing to “carry out attacks against countries which he deemed to be oppressing Muslims, or which he perceived to be munafiq (hypocrite) for aligning themselves with the West”.
However, MHA noted that ISD’s investigations did not indicate that he had “made any specific attack plans, or intended to mount any acts of violence in Singapore”.
His 34-year-old Singaporean wife, Ruqayyah binti Ramli, was placed on a two-year restriction order under the ISA, which will prevent her from changing her residence or employment or travelling out of Singapore without the prior approval of the Director of ISD.
She is also prohibited from issuing public statements or addressing public meetings, as well as printing, distributing, contributing to any publication without the prior approval of the Director of ISD.
Ruqayyah is also not allowed to hold office in, or being a member of any organisation, association or group without the prior approval of the Director of ISD.
The housewife and part-time freelance religious teacher’s restriction order began in August last year and will last for two years from that point.
Investigations revealed that Ruqayyah was radicalised by her husband after their marriage in December 2018 despite her initial doubts regarding her husband’s pro-ISIS views.
According to MHA, she began to believe that ISIS’s use of violence against perceived oppressors of Islam, including non-Muslims and Shi’ites, was justified.
Ruqayyah also supported Firdaus’ intentions to join ISIS and take up arms in Syria. She was willing to accompany him to Syria, and intended to bring her two children along.
She believed that her role in the conflict zone would be to take care of the family through cooking and housework and to assist other wounded ISIS fighters.
MHA noted, however, that investigations did not surface any indication that Ruqayyah had attempted to spread her pro-ISIS views to others.
Ruqayyah’s Asatizah Recognition Scheme (ARS) accreditation, obtained in September 2017, has been suspended.
Consequently, she is not allowed to conduct religious classes as part of her RO conditions, said MHA.
Ruqayyah is presently undergoing religious counselling to steer her away from her radical path, the Ministry noted.
S’porean youth detained under ISA over alleged plans to attack Muslims at two mosques
According to the ISD in a statement on 27 Jan, the youth, who is a Protestant Christian of Indian ethnicity, “is the first detainee to be inspired by far-right extremist ideology” and the youngest individual so far to be detained under the ISA for terrorism-related activities.
Brenton Tarrant, the Australian gunman singlehandedly responsible for the Christchurch mosque massacre that took 51 lives in March 2019, had purportedly influenced the youth’s views.
“He had also watched Islamic State in Iraq and Syria (ISIS) propaganda videos, and came to the erroneous conclusion that ISIS represented Islam, and that Islam called on its followers to kill non-believers,” the ISD explained, in highlighting the youth’s “strong antipathy towards Islam”.
The youth, said ISD, had planned to carry out his attacks on 15 March this year, on the anniversary of the Christchurch attacks.
“He chose Assyafaah Mosque and Yusof Ishak Mosque as his targets, because they were near his home. He conducted online reconnaissance and research on both mosques to prepare for the attack,” the ISD added.
He had also reportedly “bought a tactical vest from an online platform, and intended to adorn the vest with right-wing extremist symbols, and modify it so that he could strap on his mobile device to livestream the attack”, in a bid to replicate Tarrant’s Christchurch attack, said the ISD.
Prior to settling on the machete, the youth had considered using a rifle similar to that used by Tarrant, the ISD noted.
“He managed to find a prospective seller via a private chat platform, but did not follow through with the purchase when he suspected it was a scam.
“He nevertheless persisted to search for firearms online, and only gave up the idea when he realised that it would be difficult to get his hands on one, given Singapore’s strict gun-control laws,” said the ISD.
The youth had also experimented with making a Triacetone Triperoxide (TATP) bomb and “mimicking Tarrant’s plan of setting fire to the mosques with gasoline”.
“He eventually dropped both ideas due to logistical and personal safety concerns,” according to the ISD.
Highlighting the isolated nature of the youth’s actions, the ISD said that its investigation did not reveal any attempt at influencing others with his extreme outlook or to involve others in his attack plans.
“His immediate family and others in his social circles were not aware of his attack plans and the depth of his hatred for Islam,” said the ISD.
The youth’s case, said the ISD, “demonstrates yet again that extreme ideas can find resonance among and radicalise Singaporeans, regardless of race or religion”.

Maid in Singapore supported Islamic State and Indonesian affiliate, jailed for financing terrorism

SINGAPORE: An Indonesian woman working as a maid in Singapore supported the terrorist group Islamic State and its Indonesian-based affiliate, Jemaah Anshaut Daulah (JAD), uploading videos of bombings and killings to social media and donating money to the cause.

Anindia Afiyantari, 32, was jailed for two years on Thursday (Mar 5) for three counts of financing terrorism, for a total of S$130 she had contributed to the terror groups. Another two charges were taken into consideration.

She is the third Indonesian maid to be sentenced in this case: Retno Hernayani was jailed last month for one-and-a-half years and Turmini was jailed for three years and nine months.

The court heard that Anindia was working as a domestic worker in Singapore at the time of the offences, earning about S$600 a month.

She was friends with co-accused Retno, 37, and two other 33-year-old Indonesian maids named Yulistika and Nurhasanah. Yulistika and Nurhasanah left Singapore before investigations began and have not returned to the country.

Anindia first learnt about JAD in 2009 or 2010, when she watched a news programme about a radical cleric who was arrested for his involvement in a military training camp in Aceh, Indonesia.

She continued to follow JAD news through her friends in Indonesia, but found friends in Singapore with similar ideologies when she befriended Yulistika, who introduced her to Nurhasanah and Retno.

The four maids identified with the ideologies of Islamic State and JAD, said Deputy Public Prosecutor Nicholas Khoo.

Anindia was introduced to related Telegram group chats and channels, and started browsing information about Islamic State and its violence and killings.

She began uploading the information she gleaned onto her Facebook accounts, intending to spread Islamic State ideologies.

She uploaded videos depicting the bombing and killing of people by Islamic State, and created fresh accounts whenever her accounts were blocked by Facebook. Her multiple accounts were eventually all banned.

As she read more online and met up with her friends, Anindia's interest in the terrorism groups grew, as she felt her thoughts and beliefs aligned with theirs.

For example, she identified with JAD's use of physical violence against the Indonesian government in order to establish the Islamic law in Indonesia. She also supported suicide bombings because they could kill more "enemies of Islam", court documents said.

By mid-2018, Anindia was fully supportive of the two terror groups. JAD, an Indonesian extremist network responsible for recent terrorist attacks and foiled plots in Indonesia, has been banned by the Indonesian government.

However, JAD financed its activities through "religious charities" which conduct donation drives publicised on social media.

Anindia donated to two of these charities, remitting S$50 directly to one charity and S$80 through her friends Retna and Yulistika.

TERRORISM THREAT TOP SECURITY CONCERN IN SINGAPORE

The prosecution pushed for two years' jail, noting that Anindia was part of the first group of maids working in Singapore to be charged and convicted of terrorism financing.

They said that terrorism threats are a top security concern in Singapore, and that a strong message must be sent to deter like-minded individuals who want to support terrorism through financial means.

Deputy Public Prosecutor Tan Hsiao Tien said Anindia carried out the offences in a deliberate fashion and had a history of radicalisation, with an escalation in her conduct over five months.

Defence lawyer Nasser Ismail asked instead for 20 months' jail, saying that his client had cooperated with authorities from the day she was detained.

He added that the primary motivating factor that made Anindia donate the cash was the pictures and articles she saw about the family members - wives and children - of those in Islamic State and JAD.

District Judge Ong Luan Tze said: "I'm afraid that in Singapore we cannot tolerate any form of assistance to terrorism and I agree that ... deterrence must apply with uncompromising force in your case."

For each count of financing terrorism, Anindia could have been jailed for up to 10 years, fined a maximum of S$500,000, or both.

KUALA LUMPUR, Feb 9 — A Malaysian cleaning worker arrested by the Singaporean authorities last July, is currently in the custody of the Royal Malaysia Police (PDRM) after being involved in supporting the ISIS terrorist group.
A police source told Bernama TV today, the 33-year-old man had been charged at the Johor Bahru Sessions Court and his case would be transferred to the Jalan Duta High Court, Kuala Lumpur soon.
The source said the accused’s case had been heard four times in the Johor Bahru court and the police were waiting for further instructions from the prosecution to transfer the case to the Kuala Lumpur court.
“He was arrested under the Security Offences (Special Measures) Act 2012 (Sosma) and charged under Section 130 of the Penal Code for terrorism-related offences,” said the source, adding that the accused and his wife, who was a Singapore citizen, was arrested by Singapore’s Internal Security Department.
The police monitored the accused’s social media account and found that he had shown his support to the militant group through his postings on Facebook, the source added.

“We channelled the information to ISD and the couple was arrested. ISD then handed him to PDRM in August last year while his 34-year-old- wife was placed under a restriction order,” the source said.
ISD in a statement today said it worked closely with the Malaysian Special Branch in its investigation into Mohd Firdaus Kamal Intdzam who was detained under the Internal Security Act in July 2020.
