How about in some country, they have house hold shelters (for bombs?) in high rise residences without stairs too.
When the high rise get bombed, presumably the household shelters will stay intact when other parts of the building collapse-so how to get down after that.
Anyway most of these so called house hold shelters are used as store rooms-so how to take shelter in them?
