Bro Jah, these days the Chinese would need to used coded words.
Back in 1981 to 1988 when kevin was in the diplomatic corp, few ang mo would have a good grasp of Mandarin. Perhaps that caused the Chinese to let their guard down without realising that Kevin has attained a high proficiency in the command of the Chinese language.
Just for the record, he studied a Bachelor of Arts in Asian Studies at the Australian National University, majoring in Chinese language and Chinese history. He worked for the Department of Foreign Affairs from 1981 to 1988.

Ah i see. Why actually mandarin is rather widely spoken it's not very wise to speak it so openly in front of someone that you see is non chinese and assume he cannot understand. Better to use coded messages. That's what the police or the army do for example. They will speak in english but use some type of code word and gangs use them too. I also find it a joke that he's quite well known and they didn't know he spoke and understood mandarin.
