Also, the initial supply of a product could be made deliberately low during launch, to generate artificial scarcity ("wow, we're sold out on launch, our product is so popular!"). Some smartphone manufacturers always do this.

Those grassroots people can be activated and be 'strongly encouraged' to purchase multiple copies.

It's like buying chicken rice. Some people buy 20 packs at one go... much to the ire of those queuing behind.
