The Chairman of Singapore People’s Party (SPP), Lina Chiam, is the first opposition member to comment on the recent graft case involving a senior officer in the Corrupt Practices Investigation Bureau (CPIB).

Edwin Yeo Seow Hiong, 39, was charged for misappropriating a total of S$1.76 million on Wednesday, and was released later that evening with a bail of S$500,000. His passport was impounded.

Chiam, who is also a Non-Constituency Member of Parliament (NCMP), released a statement on the opposition party’s website, which also referred to other recent corruption-related offences among civil servants.

In the statement, Chiam had “urgently” asked the government to fight corruption by tightening its system. In particular, she called for a revision of the government policy of paying high salaries to mitigate corruption in the public and civil service.

Chiam said, "We urge the government to prioritise a ‘stick’ approach, rather than a ‘carrot’ approach, in tackling corruption. Corruption can only be deterred if the penalties are costlier than the potential bribe received. This should begin with imposing tougher penalties for offences such as asset misappropriation."

She asked, "Who will guard the guardians themselves against corruption

If you want to deter bad behaviour isn't that why there is punishment like fines & prisons. What's wrong with increasing the punishment for all civil servants who are guilty of crimes e.g. use the rotan. It would be cheaper & probably a more effetive deterrent.

The true intention of high salaries for ministers was because pinky wanted higher pay for himself to feel good when he meets with bankers and high society.

Using high salary to fight corruption was merely a motherhood story told by old man to cover the real reason.

If discovery of massive theft requiring the death penalty found after the person is dead, that corpse to be exhumed and thrown into sewage treatment plant.

Ministers are paid inclusive of corruption money into their salary therefore they can not corrupt because are
already compensated. but Civil Serpent are paid fixed salary depending on grading A, B, C & D and so
on.. however high flyers over spend what they can earn so they take from their kitty bank!

This is one way of buying the "loyalty" of those who serve them, and that is why our civil service is the most beholden to the party in power, in the whole world.
